Article 48


NATURAL RESOURCES

1. Puntland natural resources belong to Puntland people and can be exploited in conformity
with the Law.

2. The Puntland State is responsible for the protection and exploitations of the natural
resources.

3. The Puntland State may make agreements with national or foreign companies and give
them the exploitation of natural resources

4. The concession shall be approved by the House of Representatives ( of Puntland) and can not last for
more that twenty-five (25) years.

if this article is approved as it is then there's something is wrong with reer Puntland. what is the point of puntland being under federal system.

i think at the end commonsense will prevail and there going to be amendments.

It's fine. There won't be any production coming decade anyway. And besides the countries constitution determines authority of regional admins.So one can write what anyone wants but international and national law determine legality. Not clan laws.

I see nothing that contradicts the national law. Actually the first lines mentions Puntland State of Somalia is part of a Federal union of the Somalia and will work towards it's creation and contribute towards it.

 

However one has to take responsibility for it's regions and this clearly outlInes that.
