The Puntland State is responsible for the protection and exploitations of the natural resources. 3. The Puntland State may make agreements with national or foreign companies and give them the exploitation of natural resources 4. And besides the countries constitution determines authority of regional admins.So one can write what anyone wants but international and national law determine legality. Not clan laws. Actually the first lines mentions Puntland State of Somalia is part of a Federal union of the Somalia and will work towards it's creation and contribute towards it.
