kingofkings Posted April 7, 2012 Why is April 15 so Important for Puntland? Not more than two weeks ago, Puntland leader Abdirahman Faroole made a special request–more of a demand really–to the Mubarak Construction firm, the local contractor chosen to build Puntland’s new parliament building. The nature of the request was for the company to speed up construction of its landmark project and have it ready by April 15 of this year. Mubarak began construction of the project in the last quarter of 2011, and the slow Somali building process usually means that a major commercial or public building such as the new parliament HQ, would take a minimum of two years to complete instead of the juggernaut (for Somali standards) 6-month completion rate that President Faroole is pushing for. Why is it so important for this project to be completed on that special deadline? Supposedly, the building’s completion and opening date are meant to coincide with the drafting of Puntland’s new constitution, in which new presidential term limits would be discussed, alongside current leader Abdirahman Faroole’s controversial request for a one-year term extension. But, not more than a week ago Puntland’s most powerful clan elders all backed the local leader for a second term, and opposition to his term extension, and his presidency, is for the most part a joke. So why does the president feel the need to impress the very small and largely voiceless opposition to his policy ambitions? For years, Puntland leaders met in small crowded halls and went about their business without so much as a single air conditioner installed, and during that time much more controversial political maneuverings were presented and easily approved. So, what else could be happening on or around that date? April 15 is exactly 90 days from the Shabeel-1 well spudding in the Dharoor Valley Basin, located in Puntland’s Karkaar Province. Any further announcement related to hydrocarbons would very easily be enough reason for President Faroole to speed up the construction of the new Puntland parliament building, which is the single greatest display of power and organization for the region and its leadership. Whatever it is that Puntland’s leader plans to accomplish with the specially-scheduled unveiling of the state’s new parliament building, it’s hard to deny the frantic nature of its construction the past few weeks and the political volcano shaping up around that special day.
