Somaliland: UNDP Accused of not Fulfilling Contractual Agreements

HARGEISA (Somalilandsun) - The minister of interior Hon. Arale Nuur Duur has revealed that newly graduated police officers are yet to be equipped with uniforms thus performing their duties in civilian adorned in civilian clothing.

The minister said that this is as a result of the non-delivery of police uniforms by UNDP which had promised to do so in its 2011 development support agreement with the government.

Hon Duur accused the UNDP of failing to fulfil contractual agreements it had entered with the government Said he, "We have not yet signed 2012 agreements because the UNDP is yet to fulfil its obligation as agreed in the 2011 agreement"

The minister said that the UNDP has failed to honour its contractual agreements thus leading to prevalent situation where the newly graduated officers are devoid of service uniforms as well as food stuffs as promised by the UNDP. He also revealed that the UN body has failed to deliver on its promise to fund the construction of a new police headquarters as agreed.

"This being the situation it is upon the government and Somalilanders to ensure that the police force is equipped with necessary facilities" Said the minister.

Hon. Duur who was officiating a handover ceremony for new police commander promised the incoming commander full support to ensure that his tenure was successful thus proper law enforcement in the country.

The UNDP has been supporting the ministry of interior, especially the police force which falls under the ministry through the Rule of Law and Security-ROLS programme and local government development through the Joint Programe on Local Government-JPLG programme. These two programes which have been on-going for a number of years are credited with major developments in the two areas.

Attempts to verify the minister's accusation with the UNDP were not fruitful as all our contacts in the body were unavailable for comments.
