Somaliland was the first of any of the former somalia peoples to set up a self governing structure. Its like they are waking up 21 years later and doing what somaliland was doing in 1993, But not quit the same way. 90% of these states are being declared in the west London US Canada and have no actual say on the ground. It needs to be done from a bottom up approach with traditional elder civil seoity from the gobals ect.. Look at the jubba region for example there are at-lest 7 diffident admins declared for that region alone claiming to represent the people in the area.
