That's why Somalis need to start learning quick and fast on what works and what doesn't. If I was them I would be working on building the municipality of the Mogadishu, which will be the richest in the Country and leave the running of the City to the President, PM, Mayor and governor, all other Ministries and district commissioners etc etc......we don't need another layer of power in a place where they are already established power structures.
