Just like the United States, each leader of a Federal State should have the title "Governor". Carafaat Posted March 16, 2012 I like the idea of seperating the Head of Goverment and a Head of State with purely a ceremonial and symbolic role, with no executive or political role. Like in Germany(elected by 2/3 majority of both houses or Ireland(elected by the people), a binding figure non-political figure in something Somali's could use to give the feeling of re-assurence.
