Sxb Somali's fought over acces to resources and power along clan lines within a region or city. federalism will only continue the battle for acces to power and wealth but then on the national level.

 

but strong regions with own characteristics, flags. doesnt mean its a federal state.

Status quo is not acceptable. there we need a strong central State in Somalia and with strong regions or State's.

we have tried that and strong central state will not solve the issue of clan rebellion,the best scenerio is carving up clan states to satisfy the somali people clan hunger and rule them from a national capital mogadishu even though people in mogadishu want their own clan state.:

There were several riviling clan states for Hiiraan. TFG appointed one common regional admin.

 

I assume they will do the same for Galkacyo city and Mudug region were you have many diffrent rivalling clan States.

Somalia should have 18 or 22 states. Each state should be given the right and support to build only law enforcement. No army!
