Raamsade Posted March 11, 2012 Xamar and any land within 50 km radius from center of Xamar (using Port of Xamar as city center) should declared special federal district that will be governed by the central/federal government similar to Washington DC. I think this radius will encompass Afgooye as it is only 30-35 km from Xamar, so special modification will be needed in that case.
