The discussion will be of constitutional nature and shall cover many areas including the following:

1. Presidency/PM/Ministerial allocation between North and South (Rotation, elections, etc)

2. Federalism (autonomous regions, etc)

3. Federal Capital City ( Hargeisa vs. Mogadishu)

4. Name Change (Somaliland vs. Somalia)

5. Wealth Sharing (oil revenue, etc)

6. Apology to the North

7. Framework for resolving future disputes

Whatever the outcome, we hope it to be satisfactory to both sides.

.

I would add the following agenda points.

8. Security(Amisom cant do Police work in liberated area's, Somaliland has 40.000 strong security forces).

9. Control Airspace. No need to control air from Nairobi. Looks bad for int airlines. Also better for Somaliland to do it from Muqdisho.

10. Aid agencies HQ in Nairobi. Not in the benefit of Somali's nor TFG and Somaliland.

11. Trade, Foreign Affairs and Monitary Policy. Institution that coordinates Policy should be estabilished irrelevent of outcome and agreement of point 1.

12. Assisting on Administration build up. Somaliland can assist, support and train on building governance and admin system. It has 20 years of experience. And too many public officials not doing much but with a lot of experience. (Think of all those fired UDUB officials with decades of experience).

13. Committee for Inter-Somali Affairs. A small high level committe of Ministers with administrative support and offices in Muqdisho and Hargysa should be established that coordinated, works out all the above mentioned points and other issue's concerning both parties.

These should be based on constructive outcomes irrelevent if agreement can be found on main issue(Somaliland's recongnition).

Both parties must be honest and accept a few home truths.

The south must accept that SL does not want to part of a Somalia and SL must accept that there are regions which they are claiming that does not want to secede with them.

If an agreement can be reached that both parties stop claiming what does not want them, then they can peacefully part ways.

So far the talks have led to agreement on the first Inter-Government Agencies on Somali Air Traffic control.

The next point on the agenda should be on, the Coastal Security, Fisheries and Marine Resource Protection.

^^ That was already agreed on read the communique of April , by the way there is no need for coastal security, they agreed to fight piracy together and cooperate on security which includes the sea shores of both countries.

Xaaji, i disagree. Coastal and Marine security is about much more then piracy. For example combatting illegal fishing and protection against pollution, explotation of marine resources, improving coastal livelihoods and infrastructure. There should be one big road between Ras Kamboni to Jabuuti.

^^ Thats not important i am more interested how and what kind of diplomatic relations Somalia and Somaliland can have, there is no point of talking about fishery pollution and the environment. When we dont even know what kind of relations we are going to have.lets first sort out , the political conflict and dispute between Somalia and Somaliland which circulates around that Somaliland withdrew from the failed union. And Somalia is not in agreement this should be discussed, marka ta meel la isla dhigo, we can talk about fish cunto bariis bad wax wada qeybsi niiko iyo hadalo badan oo kale. Inta kasakow wa shimbirioyoos heesa hees wanaagsan heesa.
