Clan can not become a country, but sub-clan can become a State and a City can have 3 administrations. Twisted logic walee.

 

Qabiil qaran ma noqon karo, laakinse laf qabiil gobol ayee noqo kartaa. Twisted logic walee. Never understood it, never will.
