All the English man did was to address "the question" of the "regional authorities" and their participation, and the international community's intent to help in development of the regional authorities, basically hinting at the Dual Track Policy. London conference is a one day deal, and will not resolve Somalia's lond standing conflict. But it will begin to formulate a unified , cohisive policy for our failed state with all of its regions.
