independence was declared in 1991 in burco , the borama conference was merely a conference about making peace between the different Somaliland communities and its where the former government of cigaal was elected the civilian government.There was no need to declare independence in borama as it was done 2 years before that in the second capital of Somaliland burco 18 may 1991 in togdheer.

First, you don't need to put "internal" with "civil war". Obviously, "Civil War" means internal conflict. SECONDLY, I thought the "internal Habar-Habar wars happened both in 1991-1992 and then in 1994-1995? LOL, so obviously, you're wrong again about Borama Conference in 1993 being solely based on creating peace between the Habar-Clans of Hergeisa and Burco.
