All the small States or the new states are illegal under the new Constitution, so their flag do not count!

Article 11 in the Constitution says: State Governments (Two or more regions federated, according to their free will).

 

The four regional authorities that have professed their desire to be a federal state within the Somali Republic, and fulfill the improved criterion are: katumo state, Galmudug State, and obviously the leaders of the federal state process, Puntland and Somaliland
