It did not consist of regions but tribal territories. one tribe refused to sign any treaty with the English and went war with the english lead by the Sayid, known to the English as the mad mullah. Another sultan changed his mind and was shipped off to the seychelles where the english kept some high profile prisoners from their colonies. If your asking what those territories correspond with as for as the 18 regions, they are roughly awdal, waqoye galbet, togdheer, sanaag and nugaal which later was become Sool.
