Yes, the highlighted quote is very imporatant, first you missed, and now you want to underestimate for some reason. In August 2012, the current parliement will be replaced by a new parliement "Constituent Assemply". The major issue is the election/selection process for the new MPs.

 

I am aware all Regional-States have different positions ( Awdal, Somaliland, Khaatumo, Galmudug, Puntland, Azania, Sothern Regions, etc)

 

No one said both 18 regions and 4.5 clan formula will be used equally. The highlighted quote stated " Representation could be from each of the 18 regions of Somalia. Consideration could be given to maintaining the clan balance of representation ( the 4.5 formala). "

Liibaan adeer, sorry to burst your bubble but there is nothing new here . The argument of the 18 regions vs the 4.5 formula was already settled in the Garowe conference. Personally I am for the 18 regions as a base for the future Parliament representation and the scrapping of all together the 4.5 formula.

 

It seems that you are putting all your hope in the London conference and that Khatumo will have its day. However if you read the paper closely, there is several times a mention of the UN, UNPOS, AMISOM, Djibouti agreement, Kampala accord, Road Map, Puntland, Somaliland and so on. The same old terms of reference. No mention of Khatumo. But Alas the invitation to this conference was given to you in person I guess..

Oodwayne, Britain's newly found interest and involvement in Somalia is not entirely driven by the familiar rhetoric we hear from the press. Ours is a country of strategic importance. And the current Somali sentiment of foreign relations, which's favorably disposed towards Turkey is indicative of our political sophitication in knowing and appreciating which country in the world is extending genuine support and assistance.

The dismal status quo and what perpetuates are therefore unsustainable. Representatives from the 18 regions will be invited as part of the long-term solution.

It's just another way of prolonging the Somali'a predicament. If somalis want to move forward, they have come together themselves with no external forces/support just simple model of Khatumo2 under trees. They can sort their affairs by their own. I would call such a conference for somalis.. Let us try just once since more than 20 other conferences led by external orgs/nations failed.

If this detailed document is really from the UK government then it looks the Brits are in hallucination. This sounds astonishingly humorous, its one thing to write a long list of bullock instructions for a complicated independent sovereign country like Somalia and another to enforce it.

 

It would have been more interesting and helpful should they have first shared what they are willing to commit to the cause in terms of finances, politics and militarily before the release of this through plan.
