中国军方为中国海外贸易护航

中国国防部长梁光烈今年11月底和12月初先后访问乌干达和塞舌尔，引起外界密切注意。许多国际观察家认为，中国军方正寻求在非洲和印度洋周边国家缔结紧密军事联系，梁光烈出访塞舌尔这样的非洲国家，目的是探路，寻求建立海外军事基地，为中国在这些地区的海路贸易和经济利益保驾护航。

 

中国军方为中国海外利益护航的角色，这个话题越来越引起外界的关注。梁光烈12月1日抵访东非印度洋上岛国塞舌尔。这是中国国防部长首次造访这个国家。有报道说，在为期三天的访问期间，梁光烈公开表达中国有意在塞舌尔驻军的意向，参与印度洋反海盗行动。据说此事是塞舌尔方面先提出的要求，邀请中国军队参与打击印度洋海盗，但梁光烈却表达有意海外驻军，令外界猜测北京背后有所图谋，欲借军事合作保护中国的海外利益，包括在印度洋建立军舰和船队补给基地以及控制石油海路运输。

 

关于梁光烈访问塞舌尔，当时中国一些媒体曾以“塞舌尔邀请中国政府在该国建立军事基地”为题报道了这一访问，有的报道甚至具体地称设立军事基地的地点是在塞舌尔群岛中最大的马埃岛（Mahe Island）。但塞舌尔外交部长让-保罗•亚当（Jean-Paul Adam）事后透露，塞舌尔并未考虑让中国在塞舌尔建立军事基地，最多只会允许中国也像美国和欧洲国家那样，“派侦察机和巡逻艇临时驻扎”在塞舌尔。

 

不管怎么说，梁光烈访问塞舌尔，中国建立海外军事基地的话题再次引起热议。事实上，自从2009年中国海军舰艇编队开始在亚丁湾、索马里海域护航后，外界关于中国将在海外建军事基地的猜测就一直不断。中国军方总后勤部战勤计划局副局长彭振海今年3月在一个新闻发布会上否认了上述猜测。据他表示，中国并无在海外建立军事基地的意图，中国海军护航行动后勤保障采取自我保障与靠泊补给相结合的方式，综合运用出航携行、海上补给、靠泊补充的方式组织实施。但彭振海的说法，并不能排除中国已制订未来在非洲和印度洋寻求建立军事基地的目标。

 

专家们指出，印度洋是连接欧洲、中东及非洲的战略要冲，而中国85%的石油补给以及60%的出口商品经亚丁湾转口。去年，中国与非洲的贸易额高达1269亿美元。直到目前为止，中国在印度洋地区尚无军事基地，只有三艘军舰在亚丁湾参与国际反海盗行动；但这三艘军舰却是中国海军首次出征海外，对中国来说具有高度象征意义。

 

布鲁塞尔当代中国研究所研究员乔纳森•霍尔斯拉格（Jonathan Holslag）认为，许多迹象显示中国高层已制订某种海外战略，随着中国加大在非洲的投资和商贸，以及寻求从非洲进口石油及原材料，海路运输安全越来越重要，在这种情况下，北京要求“强大的军方要起到维护国家海外利益的更大作用”。

 

乔纳森•霍尔斯拉格认为，虽然中国与印度洋岛国的军事合作目前仅限于“秘密交换军火器材”，但有合作扩大的趋向，而且越来越趋于结构化。这对中国建立印度洋军事护航带非常有利。

斯德哥尔摩国际和平研究院（SIPRI）高级研究员杜沙泰（Mathieu Duchâtel）分析认为，“中国需要港口基础设施来保障其舰队在印度洋的海上补给，这对中国扩大其护航范围也会有好处”。

 

随着中国进军非洲步伐加大，中国经贸企业投资也向非洲内陆国家扩张，因此北京为保护中国经济利益和贸易安全的考量已不止是海路问题。中国领导人近年频频出访非洲，显示北京的战略牌局不断扩大，除了营造印度洋海路护航带之外，同时也在非洲大陆许多地区寻求建立包括军事在内的合作项目。因此乌干达这样的非洲内陆国家，也成了中国国防部长登门造访之地。

 

布鲁塞尔当代中国研究所研究员乔纳森•霍尔斯拉格分析指出，梁光烈访问乌干达时中方之所以承诺提供230万美元用于维持乌干达军队在非洲联盟军事架构内在索马里的军费开支，这是因为北京担心，内战长达20年的索马里如果局势得不到有效控制，可能危及中国在非洲的利益。霍尔斯拉格认为，“北京已经意识到，像索马里这样一个局势不稳的国家，自然会成为海盗猖獗之地，不仅直接威胁到印度洋上过往的中国商船和渔船”，“还可能会成为恐怖主义等不安全因素的隐患，从而威胁到中国拥有重大经济利益的其他非洲国家”。
