Carafaat Posted December 2, 2011 Hafza is planning the rail link to the proposed Free Zone at Werdẽr, Ethiopia may include the following elements: 1. A standard line development using Electric/Diesel locomotives for transportation of (mainly) freight to and from Wardher (Werdẽr) in respect to the proposed free zone port at Gara’ad, Puntland, Somalia. 2. The rail line in the State of Puntland will commence from Gara’ad and will take the most direct and effortless construction through Galcaio to the Ethiopian border at the City of Goldogob. 3. HAFZA rail will terminate at Goldogob and shall continue to Werdẽr as an Ethiopian rail link for international freight without the need for clearing Gara’ad Customs. Arrangements will be negotiated for HAFZA to also extend the rail link to Werdẽr if acceptable to the Ethiopian Government. 4. The total HAFZA line once built, will be a free zone designated area from Gara’ad/Goldogob and return for international tax free transit of goods. While the goods are within the HAFZA rail facility (on international sea/air freight arrival or departure) from Gara’ad, they will remain tax free pending passing to Ethiopian control at the Goldogob border for further transit to Werdẽr for release by Ethiopian Customs. 6. Any international sea/air freight arrival at Gara’ad for delivery within Puntland/Somalia shall be taxed upon release from Gara’ad Customs. 7. The Gara’ad and Werdẽr free zone areas shall be extended to allow business to develop in those free zones boundaries to operate free of tax for transporting those goods manufactured therein for international delivery (similar to below). 8. Security for the rail link will be provided by HAFZA throughout the Puntland Journey between Gara’ad and Goldogob using local security personnel provided by the Puntland Government and HAFZA. The lifting of the arms embargo to Somalia as mooted by the UN will be helpful in that regard.
