Norway's fund sharpens ethical investment rules OSLO, March 2 (Reuters) - Norway has lauched revised ethical guidelines for its $450 billion fund, Europe's biggest equity investor, putting increased emphasis on active ownership of the fund's investments, the finance ministry said on Tuesday. The central bank-managed fund follows ethical guidelines set by the government and, in the past, has excluded companies that produce nuclear weapons or cluster munitions, damage the environment or abuse workers' rights. In January, Norway dropped 17 tobacco companies, including top cigarette makers for ethical reasons, introducing tobacco production as a criterion for exclusion. "The new guidelines for Norges Bank include a new, ambitious requirement of generally integrating considerations of good corporate governance and environmental and social issues into investment activities," finance minister Sigbjoern Johnsen said in a statement. The fund's ethical guidelines from 2004 have been replaced by two new sets of guidelines: one on work linked to exclusion and observation of companies, and one for work on responsible management and exercise of ownership rights, the ministry said. It said new guidelines also enable a slightly broader assessment of the situation before a company is excluded on grounds of grossly unethical behaviour, adding active ownership might reduce the risk of continued violations. "We monitor the companies that have been placed on this watch-list closely to see if they implement measures to remedy the situation before we make a final decision on whether to exclude the company or not," Johnsen said. The ministry said new requirements have also been defined regarding transparency and reporting in Norges Bank, adding the fund was implementing an environmental investment programme and a research project on climate change. The fund, which invests the Nordic nation's oil and gas wealth in foreign stocks and bonds for future generations, holds more than 1 percent of all global stocks. As an owner of 8,000 companies, it voted on 68,724 items at 7,871 general meetings in 2008. Last October, the fund attacked carmaker Volkswagen's planned takeover of Porsche as costly and opaque, urging it to cancel the plan and asking for an independent appraisal of its assets and debt. It also submitted shareholder proposals at four U.S. companies requiring them to have an independent chairman and separate the role of chief executive and chairman. Known as the "oil fund", Norway's Government Pension Fund -- Global is the world's second biggest sovereign wealth fund after that of the United Arab Emirates. It just so happens that this part of the Somali territory is blessed with rich agricultural land and water resources, not to mention other natural resources. However, countries with functioning national gov'ts have been bulldozed by the juggernaut of int'l financiers, Somalia doesn't stand a chance.
