Somalia is one of the poorest countries in the world. After eighteen years of civil war, Somalia faces the key challenges of building peace and security, establishing democratic processes and institutions and strengthening human rights. Poverty remains acute and support for the development of livelihoods is a priority. Basic infrastructure has deteriorated markedly since the collapse of the last national government in 1991. Social services are rudimentary; particularly in South Central Somalia, service provision is fragmented and ad hoc due to lack of security and institutional structures. To provide the conditions for longer-term development, priority must be given to promoting a peaceful and secure environment in which human rights are respected and democratic processes and institutions can develop, to providing basic social services and to developing an enabling environment for sustainable and equitable economic growth.

In the world if there is a country that has a government that government meets with Foreign delegates from other governments. Why don't the EU ministers visit Mogadisho the seat of the Amisom forces?

Stability and good governance in Somaliland vital in combating piracy

Minister for European Affairs and International Cooperation Ben Knapen paid a visit today to

Somaliland, a region in the North of Somalia.

His agenda included a meeting with Somaliland’s president, Ahmed Mohamed Mohamoud, and its foreign minister.

 

Somaliland has been stable for several years and held democratic elections last year. Mr Knapen said that the rest of Somalia could learn from Somaliland’s experiences with stability and democratisation. Acceptance of government authority and a policy of active prevention is helping to stave off piracy. ‘No piracy attacks are launched from the coast of Somaliland. It is important to ensure that instability and piracy in the neighbouring region does not spread to Somaliland’, Mr Knapen said during his visit to Hargeisa, the capital of Somaliland.

 

The minister visited the Hargeisa prison where 87 pirates tried by Somaliland are incarcerated.

The Netherlands plans to contribute a million euros, via the UN Office on Drugs and Crime, for the construction of a new prison, for pirates and other offenders, and measures to strengthen the justice system.

This will increase the capacity available for imprisoning pirates in the region and UNODC’s involvement guarantees compliance with international standards.

 

In the presence of the Speaker of the House of Representatives, Mr Knapen laid the first stone for a new parliament building. The Netherlands is donating €700,000 for construction and for training parliamentarians and support staff. Earlier in the day, he visited a camp for displaced Somalis. Their presence sometimes leads to tension with the local population. Through the UN Refugee Agency (UNHCR) the Netherlands is supporting temporary accommodation for internally displaced persons throughout Somalia. ‘When Somalia is safer these displaced persons can return home’, said the Minister.

 

Somaliland declared its independence from Somalia in 1991. However, the international community does not recognise the unilateral declaration. Increasing stability in Somaliland could boost economic development in the region and have a positive effect on Somalia. Bolstering fragile states is one of the key themes of Dutch development cooperation policy.

State Secretary Johansen extends congratulations to new president of Somalia

On behalf of the Norwegian Government, State Secretary of the Ministry of Foreign Affairs Raymond Johansen extends his congratulations to Sharif Sheikh Ahmed, former Chairman of the Alliance for the Re-liberation of Somalia(ARS) on his election as President of the Republic of Somalia.

 

Sharif Sheikh Ahmed was today elected as Somalia’s President by the newly expanded Somali Parliament meeting in Djibouti, in which the former major opposition group, the ARS, is also included. State Secretary Johansen hails this election as an important step in the process of political reconciliation in Somalia, which was initiated by the Djibouti agreement in June last year.

 

At the same time, Mr Johansen stresses that there are still huge challenges ahead before stability and peace can be ensured in Somalia. He expresses the hope that this election will bring about a new climate of cooperation in Somalia, in which all groups and factions will join forces to create a better future for the Somali people, who have suffered so much during the many years of war and lawlessness.

 

Mr. Johansen states that special recognition should also be given to the Special Representative of the UN Secretary-General, Ambassador Ahmedou Ould-Abdallah, for his relentless efforts to bring the Djibouti process forward.

 

Norway has been actively supporting the reconciliation efforts in Somalia for many years, including the Djibouti process led by the UN Special Representative, to which Norway has already contributed USD 2 million. - We stand ready to provide further support to Somalia as it now hopefully embarks on a new and vital stage of its progress towards sustainable peace and reconciliation, Mr. Johansen said.

Norway's Opening Address at the ICG-meeting on Somalia

Your Excellency Mr. President Sheikh Shariff Ahmed

Mr. Chairman.

Dear colleagues and friends,

 

 

But, colleagues, time is short. The present mandate of the Transitional institutions will come to an end in less than a year. It is therefore urgent now to focus on the transitional tasks, including finalizing a new constitution and to pursue the process of national reconciliation with all the groups that are not yet a part of the Djibouti-process.

In this endeavour it may be useful also to draw on the experiences both of the large Somali Diaspora, and of the regional authorities in Somaliland - as well as in Puntland - which have proved to be more successful in dealing with such challenges. I would like to commend the successful recent elections and peaceful change of power in Somaliland. This should serve as an example for the rest of Somalia.

 

The Somali conflict cannot be solved by military means alone, and this is why it is vital to continue the process of reconciliation, and to build a broad alliance of all those who want to find a peaceful solution to Somalia’s problems, against those who seek power through brute force and terror. We are increasingly seeing that the present conflict is also a battle over the support of the Somali people. For this reason it is important that the TFG may be able to prove to the ordinary people that the government is relevant in their lives and that it is trying to do something for them, like providing certain basic services within the areas under its control. Unless the Transitional Institutions can gain the trust and support of the Somali people they are likely to loose out, no matter how many troops that AMISOM might be bringing into the country.

 

I believe we may now be entering a critical stage in Somalia. For this reason I also believe that our efforts to assist Somalia at the present time are even more crucial than before. This is why we so strongly appeal to You, Mr. President, and to the TFG to use what is left of your mandate to more bring about a positive change for your country. Likewise, we, the partners in the ICG, should be ready to seize the moment, and to go an extra mile, in order to support the Somali people in its quest for the peace, the security and the stability that they so very much need and deserve.

Norways stance, Somaliland is a province like Puntland and so on...

The Question is Somalia it has a government or a paper government but where is that government now the World Knows that in Hargeysa there is no TFG or the so called western backed government there thats how they call it these days. Duke why is the world undermining the authority of the so called TFG and why are they dealing with Somaliland and its government instead of with Sheikh dalxiis why are the Dutch funding another Parliament Building in Somaliland are they promoting that Somaliland should have its separate parliament. Why would the dutch foreign Minister visit Hargeysa the capital of Somaliland while he does not even visit or hold talks with the government of Somalia? Why is there no dutch Diplomats in Mogadisho.
