It was the governor of the region that organised it when he came from a trip to Burco after him and the locals heard Yool making serious against the people of that area. And not just anybody. Secondly by the way thousands of residents live in the town, over hundred or so prostestors attending it doesn't mean everybody in the town had the time to attend it nor attended it.
