1.1 Classified U.S. immigration records show Anwar Nasser Aulaqi, the 9/11 imam, was detained about a year after the attacks -- October 10, 2002 -- upon reentering the U.S. from Riyadh, Saudi Arabia. He shows up as a match on the terrorist watchlist and is referred to secondary inspection.

 

1.2 A restricted federal database called TECS II (TECS stands for Treasury Enforcement Communications System) reveals that the subject of a federal investigation by the Joint Terrorism Task Force in Houston "sent money to Aulaqi." The imam, who listed Dar al-Hijrah mosque in Falls Church, Virginia, as his address, is a "silent hit" in connection with the case, records show. The probe is still active, according to Pamela L. Rhames, an FBI agent detailed over to Customs after 9/11 who now works in the Houston office of the JTTF.

 

1.3 TECS II reveals Aulaqi also has been the target of a terrorism-financing investigation led by Customs special agent David C. Kane out of Washington. "Subject is former Imam of Dar al-Hijrah mosque in Falls Church, Virginia," the classified record states.

 

1.4 A TECS II incident log reveals that Aulaqi was released from custody at JFK International Airport in New York after agents there got word from Washington that an arrest warrant for him "had been pulled back" on October 9, 2002 -- the day before he arrived. He and his family were ordered released. He later fled the country on a Saudi jet. Both Congress and the 9/11 Commission have criticized law enforcement for not thoroughly investigating Aulaqi's ties to the 9/11 hijackers and other terrorists. The FBI is now trying to locate Aulaqi overseas. The independent 9/11 panel and joint congressional inquiry apparently were not aware of the sensitive incident at JFK.

 

1.5 Page two of the classified incident log, disclosed here for the first time, says Aulaqi was "escorted to Saudi rep in order to continue with flight to Wash. D.C."

 

1.6 U.S. immigration records list Aulaqi's place of birth as Aden, Yemen. The imam, however, claims he was born in New Mexico. Records also show he first entered the U.S. June 5, 1990, on a J-1 visa.

2.1 According to this sensitive intelligence document, the Department of Homeland Security is worried about Pakistani-Americans training at terrorist camps in Pakistan and then reentering the U.S. to carry out attacks here. News of active terror camps in Pakistan is alarming by itself, because Washington has told the American people that Islamabad has cracked down on terrorist activity in its country, where much of the 9/11 plot was hatched.) The highly unusual action bulletin advises Customs and Border Protection officers to examine Pakistani passengers for "rope burns," "unusual bruises," scarring from firearms discharge and other signs of injury suffered while training at terror camps. I have redacted a part of one particularly sensitive recommended action to protect future operations against suspicious Pakistani travelers.

 

2.2 Parts of another highly sensitive action listed on page two of the DHS alert -- "Intelligence Driven Special Operation" (Operation 2004-022) -- have also been redacted to protect future operations.

3.1 Department of Homeland Security advisory, marked For Official Use Only, warns law enforcement to beef up security based on "increasingly sophisticated" al-Qaida bombings overseas and "information suggesting al-Qaida continues to plan attacks against U.S. targets."

 

3.2 The five-page DHS advisory warns of new truck-bombing tactics such as using forward ramming cars to "gain access to target" and using "innocous-looking vehicles" (sic) such as food-catering trucks to fool gate security guards.

 

3.3 I redacted portions of the more sensitive protective measures that building security guards are advised to undertake to thwart truck bombers.

 

3.4 Some portions redacted related to protective measures against terrorists rigging planes and air cargo with explosives. (Air cargo shipped in the belly of passenger jetliners is still not scanned for bombs.) Same DHS memo also warns law enforcement personnel that male suicide bombers may "dress as females in order to discourage scrutiny."

 

3.5 Final page of sensitive DHS memo warns that al-Qaida has designed a "crude chemical dispersal device" that can spread deadly cyanide gas and asphyxiate victims in crowded indoor facilities such as subways. "The device could be placed near air intakes or ventilation systems," document says. (On this same page, I redacted a very specific protective measure recommended for port and harbor security.)

4.1 Restricted document distributed by Department of Homeland Security that shows a map of U.S. detailing "Significant Terrorist Incident Locations During Two Weeks in 2002." The document notes, "These incidents demonstrate the need for continued viligance on a daily basis." Many of the perpetrators are identified as Muslims or individuals from Middle Eastern countries.

5.1 Fairfax County, Virginia, property records reveal Muslim activist Jamalal-Barzinji authorized the development of the Dar al-Hijrah mosque, where some of the 9/11 hijackers received aid and comfort. The U.S. government has accused Barzinji of being "closely associated" with the Palestinian Islamic Jihad, Hamas and other terrorist organizations. Records also show the Saudi-affiliated North American Islamic Trust holds the deed to the Wahhabi mosque. Barzinji is listed as a NAIT trustee on the document.

 

5.2 Dar al-Hijrah has been a major beneficiary of funding from the U.S. branch of the Saudi-based International Islamic Relief Organization (IIRO), one of Osama bin Laden's favorite charities. This is a statement of grants the group attached to its 1998 tax form filed with the IRS. The group was raided by federal agents after 9/11.

 

5.3 According to the same tax document, IIRO gave $13,000 in emergency relief aid to Dar al-Hijrah that year.

6.1 First letter from FBI whistleblower Sibel Dinez Edmonds to former Senate Judiciary Chairman Sen. Patrick Leahy warning of security breaches and Muslim moles in the foreign language department of the FBI's Washington field office.

 

6.2 Termination notice the FBI sent Edmonds after she blew the whistle on fellow disloyal translators and a supervisor. It states she was fired "completely for the Government's convenience." The inspector general later determined that Edmonds' shocking allegations were supported by the facts and were a factor in her dismissal, suggesting FBI headquarters has been trying to cover-up another embarrassing espionage scandal.

7.1 IRS 990 form filed by the Washington office of the Council on American-Islamic Relations (CAIR), a powerful Muslim group now under federal investigation for ties to terrorism. At least three of its officials have been indicted on terrorism-related charges.

 

7.2 Statement attached to 1999 tax filing by CAIR disclosing $2.1 million loan from the Bank of Kuwait, which until recently owned CAIR's national headquarters building under a lease-to-purchase contract.

 

7.3 CAIR claims it receives no foreign support, but this land record contradicts that claim. In fact, the United Arab Emirates owns its property. This is the first page of the document filed with the District of Columbia as a Deed of Trust, or mortgage agreement, between CAIR and the Al Maktoum Foundation of Dubai, UAE -- which put up nearly $1 million for CAIR's headquarters. CAIR Chairman Omar Ahmad's signature appears on page four of document. UAE was one of only three countries to formally recognize the Taliban, which sheltered al-Qaida. Funding for the 9/11 hijackings went through a bank in Dubai. And two of the hijackers were Emirates. The Dubai-based Al Maktoum Foundation, moreover, donates money to families of Palestinian suicide bombers. This is who backs CAIR, in addition to Saudi-based interests.

8.1a Canceled checks for major donations to GOP powerbroker Grover Norquist's nonprofit Islamic Institute from now-convicted terrorist Abdurahman Alamoudi, who provided seed money for the controversial Washington think tank, which has a stated goal of "promoting the appointments of Muslims to positions of influence."

 

8.1b Check for donation to Norquist's Islamic Institute from the Safa Trust, and alleged terror-underwriter based just outside Washington. It is part of the notorious Safa group, which investigators believe runs a terror-support group using Muslim charities and think tanks as cover.

8.2a Norquist's Islamic Institute was a sponsor of the 2000 anti-Israel rally at the White House in which Muslim leaders such as Alamoudi shouted their support for terrorist groups Hamas and Hezbollah. This press release called a "Friday Brief" -- which has been removed from the institute's website -- shows that it strongly advised Muslim members to attend the event. It directs questions to the institute and also to Alamoudi's American Muslim Council, which has staffed much of the institute.

8.3a White House-generated list of Muslim- and Arab-American leaders and activists -- along with their birthdates and Social Security numbers (which I've redacted to protect their privacy) -- used by Secret Service for security screening. The 83 activists on the list, generated in April 2001, were invited to the White House -- even though some of them, such as Jamal Barzinji, had come under federal scrutiny in counterterrorism investigations. Topping the list is GOP strategist and Islamic Institute founder Grover Norquist, who is engaged to a Middle Eastern woman.

 

8.3b White House guest Taha al-Alwani of the Graduate School of Islamic and Social Sciences (GSISS) is now an unindicted co-conspirator in the Sami al-Arian terrorism case. GSISS, part of the Safa group, was raided by federal authorities after 9/11. Also on the White House guest list: Susan Douglass, listed as a "Muslim Educator." Turns out she's not just any educator. She and her husband have been on the Saudi payroll for years teaching at a notorious Saudi academy in Virginia that has graduated terrorist suspects including Abu Ali, accused of plotting to assassinate President Bush. Remarkably, textbook publishers and school districts across the country hire Douglass to help them teach kids in public schools about Islam. Not surprisingly, she sugarcoats over all its warts, including violent jihad.

 

8.3c A Muslim leader from Dar al-Hijrah, the Washington-area mosque that gave aid and comfort to the hijackers, is also on the invite list.

 

8.3d Nos. 75 through 83 are listed on a page that is hard to read. It includes David Hossein Safavian, a former Alamoudi lobbyist and Islamic Institute director who landed a high-ranking position in the White House.

 

8.4a Senate lobbying registration form filed by Janus-Merritt Strategies in late 2000 lists Adburahman Alamoudi as a "client." Norquist was a founding partner of Janus-Merritt (now Williams Mullen).

 

8.4b Page two of the three-page disclosure clearly lists David Hossein Safavian as the lobbyist for Alamoudi. Yet Safavian, now a high-level White House official, did not list Alamoudi as a client in disclosure statements to the Senate during his recent confirmation. Safavian, a Muslim lawyer, also lobbied Congress to deny law enforcement key tools to crack down on terrorists, from the use of undisclosed evidence to deport Middle Eastern immigrants suspected of terrorist activities to airport profiling of suspicious Arab and Muslim passengers.

 

8.5 Islamic Institute co-founder Khaled Saffuri is listed in this 1996 Senate lobbying registration form as the director of governmental affairs for the American Muslim Council. His assistant is listed as one Randall Royer -- a Muslim convert who last year was convicted of helping lead the Virginia jihad network.

 

8.6 Memo from former press secretary Phaedra Baird to U.S. Rep. Dana Rohrabacher urging him to sever his close ties with Khaled Saffuri, Alamoudi's former deputy and now head of the Islamic Institute. "In fact, Khalid[sic] went on to tell me he even sponsors an orphaned child of a [Palestinian] suicide bomber," Baird wrote in the Dec. 7, 2001, memo. "He said he sees nothing wrong with his support of these people."

 

8.7 Republican Muslim activist and lawyer Kamal Nawash -- a friend of Grover -- has told the media he has never represented convicted terrorist Abdurahman M. Alamoudi. But this Fairfax County Circuit Court document says otherwise.

9.1 Textbook publisher's statement that confirms that the Muslim activist group Council of Islamic Education (CIE) revised its interactive educational module on Islam used in public schools in several states, including California. The role-playing module instructs public school children to "become Muslims" for three weeks, reciting Muslim prayers and Quranic verses without any critical analysis of Islam. Susan Douglass -- the devout Sunni Muslim, Saudi schoolteacher and special White House guest -- is CIE's top "scholar" and the exclusive consultant to the nation's largest history textbook publishers.

10.1 Recent Department of Homeland Security memo to border authorities listing 35 countries designated "special-interest countries," or countries requiring increased security scrutiny because of their terror risk. Nearly all of them have predominantly Muslim populations.

11.1 This high-level Department of Homeland Security memorandum, marked LAW ENFORCEMENT SENSITIVE, orders U.S. border authorities to stop fingerprinting as many foreign visitors, including those from Muslim nations, as needed to reduce "delays and wait times" caused by the new US-VISIT security program -- even under code-red terror conditions, if Washington authorizes it! Airport inspectors complain the so-called "mitigation strategy" appeases the travel industry at the expense of homeland security.

 

11.2 Foreign visitors under 14 are exempt from US-VISIT.

 

11.3 Washington is monitoring delays at airport terminals and other federal inspection areas. Inspectors have one hour to clear all international flights, no matter how large. And the clock starts ticking when the plane is blocked at the gate, before passengers even deplane. Yet Congress and the president supposedly did away with such passenger-processing deadlines under the USA Patriot Act to make sure antiterrorist screening is not rushed. The 19 hijackers entered the U.S. with visas, some illegally.

 

11.4 "It is imperative that delays and wait times be kept to a minimum," says page 4 of the 6-page DHS memo. It sets a "1-hour" deadline.

 

11.5 DHS exempts teens, elderly, families, foreign pilots and religious workers, among others, from US-VISIT screening to reduce flight delays if necessary. Foreign aircrew are exempt even though a number of Saudi and other foreign Muslim airline pilots have been linked to terrorism. At the same time, religious workers, including Muslim clerics, have been ranked among the "lowest threat" among the 10 visa classifications. (I have redacted the specific rankings, from highest threat to lowest, for obvious reasons.) Yet hundreds of Muslim clerics have been linked to terrorism (many of whom still preach in the U.S.).

 

11.6 Foreign workers handling cargo at U.S. port facilities are not fingerprinted and processed under US-VISIT, as of the writing of the memo. "Cargo crew processing cannot be initiated until future implementation of remote US-VISIT processing is developed," says the memo, written Jan. 2, 2004, by Jason P. Ahern, assistant commissioner of field operations for the U.S. Customs and Border Protection, Department of Homeland Security.
