If we go by that analogy, then the TFG won't work either since it was established in that same county. And for your information, TFG controlled 0 towns in Somalia when it was established in Kenya. Azania is actually working faster than the TFG did as it has already freed one major city. More than 40 meetings were held before the decision of creating the state has been reached. Even though it won't be based on a clan system(gaandhi has been opposing the 4.5 formula for a very long time), all the clans in that region will be represented including the normally non-represented small clans. As matter of fact, gaandhi's clan are upset as they have been given very small number out of the 65 parliament.
