In other words Cowl is local region which is part of Mareeg Federal State (Another newly announced Dowlad Goboleed). Hala is habeeyo Soomaaliyeey. Let every community build its backyard. I am good friends with few individuals from the said region and it seem the community overall is mostly supportive of this grassroots initiative.
