Joint AMISOM-IGAD-UNPOS Communiqué

AMISOM, IGAD, UNPOS held their monthly Principals coordination meeting and adopted a Joint Regional Strategy (JRS) to support the Transitional Federal Government (TFG) of Somalia in the management of the transition period. This follows from a Memorandum of Understanding (MOU) signed by the three institutions on 28 April 2010 to enhance consultations, coordination and harmonisation of all activities between the three institutions. Elements of the MOU require that the three institutions deliver on the following areas of cooperation:

 

•Ensure exchange of information among the parties on all their activities pertaining to the maintenance and promotion of peace, security and stability in Somalia;

 

•Promote closer partnerships among the parties in the promotion of peace, security and stability in Somalia, as well as to enhance coordination of their activities;

 

•Develop and implement, where applicable, joint programmes in the areas of peace, security and stability as well as establishing effective Government Institutions in Somalia;

 

•Avoid duplication of efforts of the parties pertaining to their activities on Somalia;

 

•Facilitate coordination and enhance partnership among the parties on the one hand and International Community on the other;

 

•Assist one another for effective accomplishment of the areas of cooperation

 

The Joint Regional Strategy outlines a common political, security, humanitarian as well as institutional and financial issues and challenges affecting the Somali peace process and the management of TFG's transition.

 

The Principals of the three institutions agreed to enhance the visibility of the partnership through monthly joint press release, strengthen and provide regular communication and information between the three institutions as well as with the international community and other partners, enhance consultations with IGAD Ambassadors as well as African Group of Ambassadors and deliver joint progress report on the implementation of the Joint Regional Strategy. Witnessing the signing and adoption of Joint Regional Strategy was Ms. Margaret Vogt, Deputy Director, Department of Political Affairs.

 

The Joint Regional Strategy will be a tool of coordination, cooperation and information sharing between the three institutions as well as with the international community and other partners.

 

The implementation arrangements for the Joint Regional Strategy will be through a unified work plan which elaborates key activities to be undertaken by the three institutions.
