The Ministries of Education are introducing a major capacity building exercise. This programme is funded by the European Union with technical assistance provided by UNICEF, CfBT and Africa Educational Trust. Under this programme the Ministries would like to recruit an adviser in each in their following five departments: Planning, Finance, Curriculum, Assessment and Supervision, Gender and Human Resource Management and Development.

 

 

Working in an advisory capacity the post holder will provide technical support to individual departments to build institutional and organisational capacity which will lead to the improved management, efficiency and quality of education.

 

 

The successful candidates will be offered a two year contract with a probationary period. They will work within each Ministry under a CfBT or AET consultancy contract and will be answerable to the Director General of Education and may be expected to travel widely. They will be supported by / work with international consultants to embed institutional and organisational change.

Skill set Requirements for the Post:

1. A first degree and a relevant post graduate qualification in a related field;

2. Fluent speaker of Somali and English

3. Recent and relevant experience working in the education, private or public sectors in at least one country outside Somalia;

4. Demonstrated interest and commitment to promoting access and quality of education, or related areas of public service and/or civil rights, and to principles of good governance and public sector management, including transparency, accountability and non-discrimination.

5. Skills such as flexibility, innovation, commitment to successful results, and demonstrated commitment to working in a diverse, challenging and changing work environment

6. Knowledge of and ability to use ICT, including WP, spread sheets, presentations, e-mail and other communication systems.

7. Experience of working within a public sector reform environment an advantage, specifically within, at least one, preferably more of the following areas:

Social Sector Policy and Planning (incl. EMIS), Public Finance, Gender within Education, Human Resource Management and Organisational Development, Curriculum Development, Student Assessment and School Supervision. Women, who meet the above criteria, are particularly encouraged to apply.

To optimize WHO technical advice and policy support to health authorities in Somalia.

Description of duties:

Purpose of the post:

To provide technical capacity building and assistance to the Integrated Prevention Treatment, Care and Support (IPTCS) and Antiretroviral therapy (ART) programmes.

Organizational Context:

In close collaboration with the Ministry of Health, WHO Somalia coordinates and supports training and supervision of health service providers in the area of integrated prevention, treatment, care and support and antiretroviral therapy in Somalia. As member of the WHO HIV Team, the National Professional Officer (Human Resources Capacity Building) will be responsible to coordinate the capacity building efforts of partners and stakeholders and will provide direct support to the technical capacity building.

 

Summary of Assigned Duties:

 

Under the direct supervision of the HIV Medical Officer and general guidance of the WHO Representative (WR) in Somalia with technical direction from ASD, Eastern Mediterranean Regional Office (EMRO), the incumbent will implement the efforts of WHO, working in association with partners, in providing technical and other support to Ministry of Health and partners in planning, implementing and monitoring interventions to improve the HIV response in line with set objectives and standards. The incumbent will perform the following duties:

 

1. Review the tools for qualitative and quantitative assessment of human resource capacity building and reach consensus on the tools with national authorities.

2. Conduct the assessment of IPTCS sites, in terms of human resources, infrastructure, supplies, services and environment and assess the readiness of additional sites in Puntland for the provision of IPTCS services.

3. Conduct quarterly supportive supervisory visits to the IPTCS sites and prepare quarterly reports.

4. Assist in the development of norms and standards on HIV testing and counseling, HIV care and treatment, pediatric HIV care, PMTCT, TB/HIV collaborative activities, blood safety and standard precautions, and facilitate the organization of related trainings.

5. Contribute and assist in the preparation of the training materials, organize, provide and conduct the training on human resource capacity building activities in Puntland.

 

REQUIRED QUALIFICATIONS

Education:

Essential:

University degree in Medicine.

 

Desirable:

Post graduate training in public health or other relevant fields as well as clinical training in HIV/AIDS treatment and care.

Duty Station: Hargeisa (with travel to other towns in the six regions)

1. Context

Cooperazione e Sviluppo commonly known as CESVI and SONYO Umbrella has been implementing together an EC funded project which is entitled asStrengthening Somali civil society capacities to promote environmental protection and sustainable development and to contribute to good local governance system” since January 2010. The project mainly focuses on building the capacity of SONYO’s member organizations through needs assessments and trainings. The capacity building will target the member organizations of the network at national level along with the gaps and needs identified as a result of needs assessment conducted. The umbrella also will prepare, publish and disseminate publications for strengthening NSA’s technical and managerial capacity in selected topics and will conduct awareness/education campaigns in Somaliland on the causes of poverty and environmental degradation in Somaliland and the role of NSAs in the sustainable development process to increase aid. Therefore, SONYO/CESVI is seeking a qualified person who acts as a project coordinator/consultant through the implementation stages of the project activities in Somaliland.

2. Objectives

To provide technical and managerial support to the implementation and coordination of the activities within the project.

3. Outputs related tasks

i) Lead the assessment of SONYO’s organizational capacity and formulation of a capacity development plan.

ii) Prepare plans and schedules for the implementation of the capacity development plan

iii) Organize meetings and campaign to engage new members to join the network

iv) Facilitate the support of SONYO’s Network general assemblies (1 GA, 1 NC).

v) Participate to the assessment of the target NGOs’ / CBOs development capacity’s needs.

vi) Conduct the formulation of a development training package for target NGO/CBOs.

vii) Organize, supervise and facilitate the implementation of the training modules according to needs assessment

viii) Prepare, publish and disseminate training manuals for strengthening NSA’s technical and managerial capacity in selected topics.

ix) Support the organization of awareness/education campaigns in Somaliland on the causes of poverty and environmental degradation in Somaliland and the role of NSAs in the sustainable development process to increase aid.

x) Involve the preparation of the assessment tools and the analysis of the data with SPSS

xi) Facilitate all discussions and consultations on the project activities among the stakeholders

xii) Participate the collection of the data from NGO/CBO in the regions

xiii) Coordinate between CESVI and SONYO and update each party on the implementation process of the project.

xiv)Prepare training reports, field reports, monthly reports and progressive reports.

xv) Reports to CESVI NSA Coordinator/SONYO Program Department.

4. Cost implications

CESVI will cover all the costs attached to the implementation of the activities during the contracting period including the salary, DSA and incentives.

5. Qualifications

1. University degree (BBA. or equivalent) in Management, Organizational Development or related discipline;

2. Minimum of 2 years experience in trainings, surveying, data interpretation and reporting

3. Strong communication and writing skills;

4. Practical experience in Somaliland environment;

5. Experience in post conflict and/or Islamic land management systems, good spoken/ written English, communication skills and ability to work in multi-cultural environments provide added advantage;

6. Strong team-building, problem-solving and leadership skills;

7. Ability to work under pressure.
