Yeah but you can't compare the two,, President rayaale was not on a mandate by the international community he was elected by his own people and elected out of office by his own people. he inherited a full functioning state from the late president Maxamamd xaji ibrahim cigaal with absolute control over it's territory So let's not compare the two situations you want a government created in Djibouti by the international community to defeat a well armed and organized Militant Group with the help of foreign mercenaries. The situation is hopeless if we look at the TFG they don't have control over the country not even in the so called capital city ,not even limited control ,,they are even losing allies the (pirates) from the north so awoow i know you want this paper government to work but is unlikely to happen in your life time.
