Institutions are not set up in Pland to ensure such transfer.Besides likes of Yeey and Cadde respect one thing, dats brute force. Puntland leadership would obviously come from the stae, but it would be better to have political parties rather than individuals with no agenda... If there was a party put in place from now on with the aim of contesting the elections and defeating Cade and his group. I think it would work easily and without the loss of any innocent life... Now if this party had new faces and support from every clan of the state in the country and in the diaspora with a clear and trasnparent agenda, I belive it would make a great difference and remove the old guard. If there was violence, rememeber Cade has support not only from the armed forces but from his sub clan, who would naturally rally around him. Its his whole cabinet, thats why new election is required as the UIC proposed to rid the country of another warlord and to establish a governmnet choosen by the peopl of Somalia and not a government driven to power by Ethiopia. I think your right and we should agree that the whole TFG step down and we start a new election, this time supervised by external panel to avoid corruption just like Palestine when Hamas got elected.
