Well the Somaliland government needs some coffers so as to continue to provide more provisions for its citizens. If its left to the people, there will be capital flight from somaliland and foreign nations will get rich at the expense of Somaliland. The Somaliland govt has very proficient in allocating resources, despite the harsh economic realities that come from the lack of recogniton. if corruption is what your implying IBZ, the govt has proven itself to be transparent and accountable.

Marx, again that is not true. Capital flight and foreign nationals getting rich at expense of Somaliland is a poor argument- because all stock in Burco is from Somali people. The Ethiopians have their fee arrangements with the port and do not need to come through Burco. Therefore nomads who travel to Burco of Somali ethnicity should be able to get the best price for their stock without a tariff leveled at the. I'm not implying corruption but the state is not powerful or centralized enough to provide services or help with the basic livelihood of nomads. People in the city might see drips of the taxes and money, but if I am a nomad, what do I care if hargisa gets a new road- I want to feed my family. So they should keep all the money they get for their herds.
