NAIROBI, 20 Sept. 2005--The breakaway republic of Somaliland has embarked on a Civil Service strategy to gain international recognition.

 

In what analysts see as a preparation for it entrance into the international community, the Somaliland administration this Wednesday opened its Civil Service Institute to train state officials. The institute which is located at the republic’s capital of Hargeisa was officially opened Mohammed Osman, the Minister of presidency.

 

The institute is a public-private partnership between the Civil Service Commission (CSC) and the University of Hargeisa, and focuses on developing the capacity of the civil service in such areas as management, planning, office skills and accounting. According to a statement issued by United Nations Development Programme (UNDP), CSI is currently training an estimated 150 civil servants. The institute will offer basic administration, accounting and management skills.

 

Somaliland government is also targeting to introduce eight more courses beginning from next month.

 

During the occasion to inaugurate the institute, Abdirahman Ismail Hussein, the civil service chief, said the instate would strengthen the skills base of civil servants, given Somaliland’s recent troubled history.

 

“The creation of the Institute represents a major achievement for Somaliland. Leaders present appealed to the international community to help fund its expansion and its future sustainability.

 

Chief Technical Advisor for UNDP Somalia Governance and Financial Services Programme, Mike said his agency would assist the institute to develop its capacity to enhance its effectiveness. The tiny horn of Africa state broke away from the larger Somalia following the outbreak of bloody civil war that followed the military ouster of then president Mohammed Siad Barre in early ‘90s
