"The Somali reconciliation process is at a critical stage. There is an urgent need for a viable agreement on relocation and security endorsed by the Transitional Federal Institutions. In order for this process to succeed, the Somali people, through the Transitional Federal Institutions, must make their own decisions regarding how best to relocate to Somalia and begin the gradual process of establishing governance. "The European Union and United States urge all Somali parties to continue their efforts towards reconciliation and dialogue and quickly come to an agreement that will facilitate the relocation of the Transitional Federal Institutions to Somalia. "The European Union and the United States also welcome the visit of Prime Minister Ali Mohamed Ghedi to Mogadishu. This visit represents a positive step forward in the reconciliation process. BOUCHER: Good afternoon, ladies and gentlemen. If I can, I'll talk about a couple of things. It's a tough one. We've put out a statement with the European Union together on Somalia and support for a process underway there that Somalis are undertaking... QUESTION: Can you anything more about the genesis of the statement on Somalia that you put out today? Is there -- is there a working group between the U.S. and EU? MR. BOUCHER: We have been in close consultations with the European Union in order to support the Transitional Federal Government of Somalia. We strongly support the establishment of a functioning central government in Somalia. It's time to bring Somali people out of a very long period of civil conflict and address the international community's concerns regarding terrorism. So we have worked together with them, consulting frequently with the Europeans. I don't know if you know, but the United States is the largest bilateral donor to Somalia -- $30 million in the last year -- and that goes to provide assistance to Somalis, but not any direct assistance to the Transitional Federal Government. So we work closely with the Europeans. I think we're all looking at the same goals that -- to reestablish effective government for Somalis so that they can live in peace and prosper. And we'll work -- to continue to work together with them in that regard. QUESTION: Obviously, you know, the draft of the statement is encouraging the transitional government to set up in Somalia. Would the United States and EU be willing to support this financially? MR. BOUCHER: As I said, we are indeed trying to help Somalis. You'll have to ask the European Union about whether -- to what extent they're willing to support the government itself. But I think as we said, the installation of government in Somalia, as you see in the statement, is really a matter for the Somalis to decide how to go about that and to decide how to do that with the support of different people inside Somalia and in the best possible manner so that the government is established effectively and accepted in Somalia. Camel Mlik Posted May 11, 2005 I JUST WANT TO SEE SOME ACTION FROM THE EU AND THE US AND NO BULLSHIT THEY NEED TO TAKE SIDES AND STICK TO IT AND NOW IT SEEMS THEY HAVE MADE UP THEIR MINDS AND WE WILL SEE WHAT COME OUT OF THAT. HOW MANY TIMES HAVE THE SOMLAI PEOPLE TRYED TO FORUM A GOERNMENT 4TIMES ALL READY IN 15 YEARS WAR'S HAPPEN AND PEOPLE MOVE ON BUT SOMALI WAR SEEM TO STAY LONGER THAN ANYTHING WITH OUT OUTSIDE HELP SOMLAI WILL STAY THIS WAY 4 EVER AND AS I SAID THIS IS THE LAST TIME THE OUTSIDE WORLD WILL HELP YOU GET ME.
