Weinstein (Intelligence Insider) there was a rift between Uganda and the US on how to deal with Al Shabaab threat during the Kampala AU conference. Uganda wanted a robust mandate for AMISOM, including the right to conduct offensive operations against Al Shabaab,but the Americans rejected it.
