It had been obvious that not everybody within the TFG, even at the highest level, was enthusiastic about the Djibouti process. It was no secret, in fact, that some had been trying to scuttle the process. What the President is quoted to have said now confirms this. Given the TFG’s continuing problems, it is difficult to be optimistic of any real progress now or in the indefinite future....
