HOrnafrique, to be honest, for this adminstration to materialize like Puntland and Somaliland, Barre Hiiraale needs to integrate the clans of Afmadow, Bula Haji, Buaale and beyond into its formation. Other wise, it will be a great injustice to these clans when their political stake abates to a clan whose animals graze near Hiiraan and Galgadud.

 

There will often be skirmishes and conflict in Kismayo as long as Bare maintains a direct rule. In that opinion you posted, the guy asks the minister to resign from his post and work on this fiefdom-- the politics of disintegration . I don't see any hope in such an endeavor. His clan, from historical records, is one of native clans in Kismayo, but i am against the alliance.

Politics revolves around a greater field. Abdulahi Yusuf's green light/red light concerning the formation of a Jubbaland State is not that important. The political triumph is his acquisence, or public acceptance for that matter, of the status-quo in Kismaayo. His acceptence of Barre Hiiraale and the right of rer Gedo to lead the city is the precendent he is setting whether knowlingly or ignorantly. Considering Abdulahi Yusuf is the single most important representative of a branch of the forces that have voiced the most vocal and military opposition to the status-quo, you can bet this is a political coup that will be used to redundency in favor of Barre and the forces he represents.

You have brought extremely valuable points. From my understanding, the group of Buaale/Bula Haji/Afmadow are the last people to be forgotten in any formation of a state composed of the Jubba valley regions. It is also my understanding that the state will encompass from Luuq to Kismaayo. State majority will reflect the combined majority from all the three states and not necessarily majority in single region nor single district. I think democracy will reflect the true composition of the people, although certainly minority rights will be upheld.

 

In all honesty, Barre has done wonders for the region. It is my sincere believe that armed opposition would have been arising from other forces in the area rather then spoilt members of his own group were he not accepted and respected from such a broad spectrum of the groups who hold deegaan there. No they are not. The JVA was utilized because of political foresight in that it diminished any chance of Morgan allied attack coming from the Lower Shabelle and/or Mogadishu. You are against the presence of Seeraar and Goobaale in Kismaayo, but you have no qualms against the other third, transplanted reer Galgaduud in that area, Hiiraale? Lest you forgot Jubbooyinka consist laba Jubbo, Jubbada Dhexe and Jubbada Hoose.

 

Jubbada Dhexe, which wasn't a gobol of its own at independence, consist such degmooyin as Bu'aale [the regional capital], Dujuuma, Jilib and Saakoow.

 

Jubbada Hoose has following degmooyin: Kismaayo, Afmadoow, Baraare, and Jamaame.

 

So, tell me, which 'historical records' does it mention the himself transplanted warlord's people live at any of these degmo? You feel about the people of Afmadoow, which should be applauded, but completely ignore the plight of other people who majorly settle other degmooyin in Jubbooyinka.

You hope that this will mean that Hiiraale and his cohorts will forever be left alone and Kista will be 'owned' by his folk from then on. The annoying claims and threats by a certain clan will hopefully end. Just like Baardheere, Kismaayo will be taken over just like that.

 

Aint gone happen. Kismaayo is different. Its not just another city in the outback. For someone who never trusts a word Abdulahi says, you trust him now somehow. Abdulahi is just using Hiiraale against the likes of Qanyare, Yalaxow, Cabdiqaasim. And Jubbaland will never be agreed upon in a grand shir, let alone materialize if people are under occupation in that region. That means as long as Hiiraale is in the picture, Jubbaland will just be a dream.

If you want a port you control, build a dock on the river in Gedo. After 7 years all JVA has managed to come up for Kismaayo port with is, dhuxul dhoof! dhuxul dhoof! While we are talking about one of the best ports of Somalia. Look at Boosaaso and Ceel Macaan. Some serious money could have been made in Kismaayo, but the will for the nessecary investment wasn't there. Certainly not from the senior JVA members from Dhuusomareeb, but now with Abdulahi's 'approval' will there be a change on the side of the JVA juniors? I personally think that it is too late. Let me explain why.

 

If you want me to speak in your language. Don't forget that the JVA's firm rule stems from the power of the partner of Dhuusamareeb and not Caabudwaaq. And as Dhuusomareeb ay ka dhergeen TNGda in those days, now Dhuusomareeb are not as they were with Cabdiqaasim. No more Arab millions shamelessly pouring into a subclan's business interests and military strength, while a man who is now in Cabdiqaasim's shoes and who used to be far far away in Boosaaso is now in the heart of the south mobilizing troops and getting armed to the teeth. Will they disappear into thin air? Or are you implying that Col Hiiraale fought so hard for Kismaayo so that he'll one day get recognition from Reer PL (thru Col Yeey)? Which, in turn, means Hiiraale's "use" of Guriceel militias is almost over? Will they leave that easily?

When the SNF captured the city from the forces of Morgan, it was an act of courtesy from rer Gedo to ask those who risked their lifes scouting for them to live in the city if they so wished. Currently, most of those countable militiamen led by Maxamed Roble Jimcaale and Yusuf Mire Seeraar (2nd Chairman of the poltical JVA) have long left the city towards their kin in the Shabelles. Yusuf Mire Seeraar himself was just allowed to come back into the city after having been banned for a number of two years by Barre Hiiraale himself. The Guri-El factor is is not necessarily a large of component of the political manouverings of the city. Waa qaado ama ha qaadan.
