Xudeedi Posted October 1, 2010 SOMALIA: Preventive Diplomacy can dampen Clan Rivalry DhaharOnline Editorial September 30, 2010 The United States has long been committed to promoting the institutional frameworks for peace, equality, good governance, and social and economic development in Somalia. The effort was reinforced by a significant policy shift that attempts to reach out to stable administrations along with family clans that are aligned with the U.N backed Transitional Federal Government (TFG). This calculated choice by the United States signals a new approach, one that aims to build relations with multiple actors in the geopolitical interest of Somalia. Since the announcement of this new American policy, Puntland and Somaliland responded with press statements in support of this new initiative and in reflection of their goals, political orientations, and modes of organization. The new approach, as articulated by U.S. Assistant Secretary for African Affairs, Johnny Carson, pronounces U.S. engagement and assistance in key development areas such as agriculture, water, health and education. Many analysts affirm that the new policy entails profound political understanding of the clan element, in regards to both Galgala of western Bari and "SSC" conflict zones. Though conceived with good intentions, regional analysts fear that if the new American policy bypasses or ignores internal clan grievances in Sanaag and Western Bari regions peopled principally by the ********** tribe, it may perhaps further increase violence and instability in Northern Somalia. Somalia observers, as reported by Alisha Ryu of VOA, warn of the political consequences of a “narrowly-focused engagement” with both "Puntland" and "Somaliland". Stig Jarle Hansen of the Norwegian Institute for Urban and Regional Research in Oslo relayed to the VOA an echoing concern held by many international analysts. He stated, "if the United States is planning to assist the Puntland government in its fight against Atom, it will need to approach the situation with extreme caution. The danger is that you could suppress the ********** in a drastic way, or you could act in a way that mobilizes the ********** to the Shabab side. So, you can make your predictions come true through your own actions." The Norwegian Institute for Urban and Regional Research appeals to the U.S. policymakers to deploy preventive diplomacy, a strategy that calls for the suspension of potential clan conflicts. It also stresses that if the U.S. proceeds to cooperate with Somalia's northern clan-based entities, it must do so on a conditional basis--that is, each party seeks to forestall conflicts in a suitable manner. Because Puntland' has been launching offensives in Galgala and other towns in Western Bari region since late of July, 2010, Asha Ahmed Abdalla, Somali legislator, argues that shrinking the role of diplomacy, financial and military assistance promised to Puntland may succeed in altering the dictatorial behavior of the current leaders of Puntland. We think following the recommendations given by the Norwegian Institute for Urban and Regional Research is of critical importance in order to fairly and objectively resolve prior clan grievances in Bari region as a result of Puntland's continual enforcement of uneven distribution of power and resources. We believe viable insitutions of governance can be built by a committed and competent administration that promotes judicial independence, fights corruption and nepotism, and tackles criminal enterprises that seem to thrive in Puntland such as human smugglings and high-seas piracy. ********** clans from Haylan, Sanaag and Western Bari regions point to clan feuds, struggle over resources and Puntland's quest for oil and mineral expolaration as themes that fuel the Galgala conflict. In attending to this complex issue of tribalism and ancient land disputes, the U.S should revisit and seriously consider the advise of an expert and practitioner in preventive diplomacy, the former U.N Secretary General, Boutros Boutros-Ghali. In his famous 1995 report, he recommended preventive diplomacy as an avenue to prevent disputes from turning into regional conflicts. The U.S must deploy information gathering as part of their new engagement, through fact finding missions to Galgala to mediate oppossing sides. In late July, Puntland government forces began fighting with militants loyal to an Islamist factional leader based in the remote and mountainous Sanaag and western Bari regions of northern Somalia. Puntland President Abdirahman Mohamed Farole said the assault was a counter-terrorism operation, targeting the terrorist leader of the Puntland cell of al-Qaida, Mohamed Siad Atom. The Puntland government has linked Atom to numerous kidnappings, bombings, and assassinations in the region since 2008. In March, the U.N. Monitoring group for Somalia said it believed Atom was one of the principle suppliers of arms and ammunitions for al-Shabab, an al-Qaida affiliate that controls much of southern Somalia. A month later, the United States Treasury Department froze Atom's assets and those of a nearly dozen other suspected Islamist militants in Somalia. Xudeedi Posted October 1, 2010 Clan Wars with Religious Coloration Biyokulule Online August 12, 2010 In mid 2001, Abdullahi Yusuf convened numerous news conferences in which he declared that Al-Ittihad [al-Islami] organization had bases in Shimbiraale, located in Somalia`s Northeastern Region, Puntland; and Al-Ittihad had links with Osama Bin Ladin, the man claimed by the Americans to be a terrorist. Abdullahi Yusuf said “This Al-Ittihad move to undermine the existing democratically-elected administration is a recipe for civil war in a regional state known for peace and stability.” Abdullahi Yusuf also loudly stated, “Puntland State of Somalia shall not accept the installation of a radical, fundamentalist and extremist regime, as it will not allow the expansion of Arta faction to the territory of this state.” Given the primacy of the “War on Terror” in the Western World and in neighboring countries, one might expect Somali regional leaders/and warlords` declarations being given to some attention. Subsequently, a group of journalists, including Americans, has visited Shimbiraale, where Abdullahi Yusuf cited as hosting a camp to train terrorists. However, Yusuf`s claims have turned out to be false. One of the journalists interviewed by the BBC said Shimbiraale hosted Somalis who were fishermen. The journalists said there were no camps for training terrorists. As any other Somali warlord/politician, Abdullahi Yusuf, charged against his rivals of undermining the peace and stability of the region, labeling them as agents of terror groups. In addition, what made Abdullahi Yusuf so furious, satirically, was that his rivals were following his footsteps: organizing a pseudo-government in which the so-called House Members (66 members from different clans) has so far the right to select Puntland leader. In fact, when Abdullahi Yussuf`s three-year term ended in mid 2001, he attempted to stay on until he was overthrown in August 26, 2001, by local elders and militias. The elders declared Abdullahi Yusuf`s extension of mandate null and void; and they kicked him out of Bosasso and Garowe towns. Abdullahi Yusuf retaliated by accusing Al-Ittihad [al-Islami] of being behind his ouster. He also maintained to be the legitimate president of Puntland, claiming that he was running the Puntland regional administration affairs from Galkayo. To counter Yusuf`s propaganda, a number of Puntland elders at Garowe released statements, underlining the false reports about Al-Ittihad bases in Puntland. They said “there are no members or bases of Al-Ittihad religious group in the region.” Their factual statements though fell on deaf ears. If there are training camps, where? The country is an arid piece of real estate, not known for hiding places. In fact, the Ethiopian involvement in Puntland conflicts has been coming to surface gradually since early 2001. In late November 2001, Ethiopia`s covert military contacts with Abdullahi Yusuf have become an open secret when it sent a convoy of eight trucks to Galkayo. With the aid of Ethiopian military machine, Abdullahi Yusuf fought on his way to regain power. From these factual references to the brief glimpse of the current Galgala debacle in Puntland, Roobdoon Forum attempts to underline a parallel in the new developments of President Abdirahman Farole`s Administration, where its recent military successes stipulated the reruns of Abdullahi Yusuf`s 2001-2002 Jiffo supremacy shows. It is clear that Puntland rulers, in terms of progress, do not seriously think of the importance of good governance that calls for a dialogue. The basic idea of effective administration still remains alien to the inhabitants of Puntland. The Forum is also skeptical about the ability of the Puntland leadership to defuse social fragmentation. So far, Puntland has for the most part failed to satisfy people`s expectations; it serves primarily the sub-clan interests of those who are in charge of it. The Administration seems to enter a similar if not more dreading stage; all it will bring again is Yusuf`s modus operandi of prolonging sub-clan power struggles. To some extent, Puntland will become the turf to exact old wounds. The Forum is keenly aware of Farole`s clannish Administration, now masquerading under the false pretenses of secular, pro-Western entity, and therefore anticipates that the transforming of clan conflicts into a religious one is a chameleon-like ploy – and that old fashion clan loyalty awaits to resume. The current Galgala conflict, instigated by Farole, is indeed a war with religious coloration. The conflict is also similar to the early 2000s Puntland wars in terms of its hidden incentive. Farole is probably driven by the notion of Jiffo supremacy as well as grabbing **********`s strategic territories/ resources, in order to secure the full control of the long road between Garowe and Bosasso. Our concern in zooming into previous articles is to analyze how 2001-2002 power struggles in Puntland have been recycled, paralleling it to the new developments in Galgala. Farole has come to power nearly two years ago with fanfare excitement and high expectations from people in Puntland and other Somalis who had all the right reasons to believe in the new president and possibilities for him to make some positive impacts for his Puntland and possibly for the rest of Somalia. The new president came in with few impressive credentials; PHD candidate in Australia, respected elder, experienced civil servant, former banker and finance minister, etc, etc… All these have given the people of PL a hope that Dr.Farole, as a civilian president with long administrative experience, is the right man for the job and will bring desired peace, progress and development in their region after long period of disappointing administrations by military men before him Abdullahi Yusuf, Jama Ali Jama and Cadde Musse. Today, after almost two years of Farole rule, Puntland, which was once seen as a beacon of hope and one of the few peaceful places in the troubled lands of Somalia, seems to be heading for great dangers of extreme terrorism, civil wars and risks of disintegration. Below is a summary of some of the obvious issues causing fear, frustrations, uncertainty and on top of all great disappointment in president Farole: Galgala conflict which has started as a minor disagreement on mining rights seems to be getting out of hand and might lead to a civil war in Puntland. Islamic extremists like Al Shabaab are knocking the doors of Puntland to come to the aid of Sheikh Atom thanks to PL government’s mishandling of the situation, rush to war and the far-reaching publicity fallout from Galgala conflict. Despite Farole’s strong and self-assured assertions that Sheikh Atom is part of or connected to extreme terrorist networks, so far there has not been single evidence to prove any link. Al Shabaab has denied it (they do not usually deny their links or intentions) Atom himself has denied any connection to any external forces up to now. Rules of engagement have changed now and who knows how soon we will have the Chechens and Colombians shooting us from the holes of this new Tora-Bora shaping up in the outskirts of Bossaso. Tribal discontent: Some of the clans in Puntland are extremely unhappy with Farol’e nepotism/ favoritism and threatening to fight Farole’s government. Most parts of Sool and Cayn have already joined Somaliland. It has also recently been reported that a significant number of soldiers from Sool and Cayn have revolted and left Puntland army due to disrespect and bad treatment. People in Eastern Sanaag are unhappy and revolting due to lack of contribution from Farole’s government. It remains to be seen how many of them will support and even join Sheik Atom. People in Mudug have already started creating their own militia to fight Farole government. Even the capital of Puntland Garowe seems to be getting its share of troubles. On the 16th August, four policemen were killed and dozen injured in land dispute. All these are signs of crumbling administration and a leader who is loosing grip Media Harassment: One of the biggest problems with Farole and his government is their lack of respect and continuous paranoia and harassment against free media in Puntland. Journalists and media people are constantly harassed, arrested and tortured for simply doing what they supposed to do, their jobs. The latest victim is Mr. A/Fatah Jama Mire of Horseed Media who got six years in prison plus torture and humiliation, simply because he run a story on Sheik Atom and the conflict in Galgala. This is shocking and it begs a believe why President Farole, who is supposed to be one of the most educated, experienced and enlightened of all current Somali politicians around [with his high level education and years of living in democratic Australia] to take such extreme measures to suppress the free media in Puntland. Recently he banned the Somali service of VOA. Funniest of all was when Farole was threatened to sue the legendary Somali artist Mr. Amin Amir who is doing great job in recording Somali history through his cartoons and caricatures. People of Puntland will appreciate the president much more if he spends his efforts and energy on more useful things rather than chasing wild gooses in journalists trying to do their jobs. Lack of development: In the economy front, so far there is no single meaningful project implemented in Puntland since Farole came to power. Cadde Musse has started building the terminal of Bossaso airport; Farole government couldn’t even add a half kilometer run way. How many new school and hospitals have been built in Puntland since President Farole came to power? Growing insecurity in Puntland: The historical city of Bossaso which is also useful trading hub for all Somalis is becoming more and more anarchic and out of control. Bombs go off quite frequently and people get killed, arrested and tortured in the streets and jails until they die. Puntland Intelligence Service, otherwise known as “Shahada la Dirir” take their orders only from their pay masters Ethiopians and US to arrest and kill whoever they feel like with full impunity in the name of terrorism and similar excuses to get funding from their masters. This is most probably counter productive in fighting terrorism and bringing security to people of Puntland. Experts and people who are knowlegable of local Puntland politics will tell you that in fact Sheikh Atom and his likes are created by the cruel and inhumane actions of PIS. Human Rights violations: Some of the actions of president Farole and his administration can be considered criminal acts against innocent Somali people. Recently the poor and displaced Somalis who escaped from the conflict in the south were expelled en masse from Puntland putting their lives in danger. Similarly, ****** people are hunted down and handed over to Ethiopian regime they escaped from, some of them died in Puntland jails during the process of deportation. These acts need to be recorded as un-Somali, un-Islamic and investigated as possible crimes against humanity. Submission to Ethiopia: It is extremely worrying and dangerous to witness ever-growing influence of Ethiopia in the affairs of Puntalnd where Addis Ababa seems to be the capital of Puntland and Meles Zenawi is calling the shots and treating president Farole as nothing more than a village chief who needs to obey the orders of his master. There is nothing wrong with having a good relationship with your neighbour, based on mutual interest and two-way respect, but handing over your sovereignty and giving such a blank cheque to Ethiopia is very dangerous. President Farole could learn a thing or two from President Siilaanyo of Somaliland who is showing some guts to stand up to Meles Zenawi and his ever growing tendencies to meddle in Somali affairs. This is not scientifically researched report on what really went wrong in Puntland and who is to blame can be debated. However, these are some of the obvious realities on the ground and in the public discussions today, indicating failures of president Farole’s leadership and dangers facing Puntland. It is quite sad, unfortunate and grim reading for anybody who supported Dr. Farole and expected PL in his leadership to be a better, saver and more progressive place. Who in their right mind expected Dr. Farole to fare this badly compared to his predecessors? Perhaps he is just another Somali leader who failed miserably and let his people down. The neighboring breakaway region of Somaliland is facing similar problems and challenges (including tribal conflicts and risks of religious extremism) However, SL governments seem to be coping much better than Farole’s administration. Hopes are high for the newly inaugurated President Siilaanyo of Somaliland to have a look and learn from the events taking place in his eastern neighborhood. Finally, if the Dr. Farole does not wise up soon, listen to his people and voices of reason. If he does not learn from his mistakes and start putting his house in order. If he continues to be as arrogant as he is now, acts ignorant and keeps surrounding himself with yes-men, clan loyalists and family members GOD HELP PUNTLAND!.
