raadamiir Posted August 18, 2006 African Military Experts Discuss Peacekeeping Mission for Somalia NAIROBI, Kenya — Top African military officials are studying a proposal to send a 3,500-strong peace force by October to Somalia, where an internationally recognized government appears increasingly weak in comparison to and its fundamentalist Islamic rivals. Officials said Thursday that four battalions, made up of Ugandan and Sudanese troops, will be trained in Kenya before being deployed in an initial phase to the conflict-ridden country, African military experts told The Associated Press. They spoke on condition of anonymity because they were not allowed to speak to the media. CountryWatch: Somalia The military officials are meeting under the auspices of the regional Intergovernmental Authority on Development, which mediated peace talks on Somalia that led to a transitional government being formed two years ago. Somalia's transitional parliament had endorsed a security plan drawn up by Somali President Abdullahi Yusuf's government that includes a role for a regional peacekeeping mission. Somalia has not had a national army or police since warlords overthrew longtime dictator Mohamed Siad Barre in 1991 and then turned on each other, pulling the country into anarchy. In June, Islamic militiamen took over the capital and then seized control of much of southern Somalia, while Yusuf's weak, internationally recognized government has been unable to assert its authority beyond Baidoa. The plan under discussion in Kenya is to station the troops in the southern Somalia regions of Bay and Bakol, the officials said. Yusuf's government is based in Baidoa, the capital of the Bay region, but has been unable to assert its authority elsewhere in the country. Four more battalions will be dispatched in a second phase when they have stabilized the area, the officials said. A Western diplomat, who spoke on condition of anonymity for fear of damaging relations with the seven-nation grouping, was skeptical about who would pay for the peace mission and whether the force could even be mustered. Kenyan Deputy Foreign Affairs Minister Moses Wetangula told the military chiefs that need was urgent. "Even more important, there is a need for the Somali parties to create conditions for the peace support operation," Wetangula said. "We wish to underscore that the troops expected to be deployed will not be an occupation force, but rather a force that will assist Somalis realize peace and work closely with the Transitional Federal Institutions and relevant Somali actors," Wetangula said. The Intergovernmental Authority on Development first drafted a plan for a peacekeeping mission to Somalia in March 2005, but it could not implement it because a 1992 U.N. Security Council arms embargo on Somalia remains in force. The grouping has made several calls for the embargo to be eased, which the Security Council has not acted on. In recent months, however, senior European officials have indicated that they could push for such a measure if the Somali government and the Intergovernmental Authority on Development came up with a clear plan for a peacekeeping mission. Francois Lonseny Fall, the U.N.'s top envoy to Somalia, told journalists Wednesday that he had advised the Security Council against making any changes to the arms embargo and, instead, said that they should push for more talks between the government and Islamists on the rise in the country. I hate the U.N.(and their stooges IGAD and AU) these guys are nothing than poison, they come openly as peace providers, but as soon you get caught under their claws you will be destined to a life of eternal misery, dependency and subjugation. No peace troops to Somalia, HELL NO! We can manage our own problems, that is as long ICU acts smart and stays inside its bounderies and where its needed by cleansing those areas from its filth without interfering within peacefull and functioning regions such as Puntland. I think through cooperation we have a brighter future. Prosperity and peace created by ourself is what will unite all somalis, no doubt. But right now unfortunatly ICU seem to act foolishly by declaring international Jihad and other shit against infidels, a sign that they maybe going through a megalomania stage, hope they get their act together and realize how insignificant they are in the international arena and their recent succes doesn't get over their head, and they continue focusing domestically in southern regions. We couldn't find a Somali solution for the Somali Problem for the past 16 years we Somalians need to be safed from our own selves I am serious!!! This government must succeed no matter what! The congress is talking about beating Hizbullah to the people and buying hearts and minds with funds they don't even have yet. Somalia is not a priority for them other than lip service or warning againSt the emergence of islam in the country. The UN is also busy gathering troops around the world to meet the israeli and western demands. So again, Somalia is not on the priority list of the UN for now. Actually, the UN representative for east africa advised IGAD to stay away from Somalia and not send troops. IGAD, Ethiopia in particular should heed that wise advise and spare the somalis from unnecessary bloodshed. Surely, A/Y and prime minister Geeddi are the only reason these IGAD troops are being sent on ethiopian recommendation. If these two men had the confidence of their own society, they wouldn't call in for these troops. No amount of firepower and no amount of troops will ever be able to pacify the country so these men can rule. They know people are not interested so the best thing they can do is stick around with the help of their outside friends while the country is being occupied piece by piece, town by town by ethiopia digging trenches. Kuwaan waaba dambiilayaal u baahan in maxkamad lasoo taago for their consent of the country's occupation. But then again, they represent ethiopia itself so no wonder their tacit permission for the entire country to be occupied by ethiopia and anyone else interested. The TFG has got nothing to lose by inviting these armies as the true enemies it has are the somalis who threaten its existence. TFG has the support of the immoral among our society to be blunt. Anyways, have you asked for refund of your charity since you threatened to ask for that if the IMAM of your mosque went to Muqdisho? Has he gone to Muqdisho yet? As for the Kenyans, their own Air Force was disbanded due to an abhorted coup and they can't even dare to disarm their own population. Finally, the Tigre-minority militia, which benefited from resumed aid despite the recent atrocities following the last pseudo-election, has already witnessed constant mass defections and it goes without saying that invading Somalia can only quicken their very collapse (especially if we deny them the opportunity to foster Ethiopian Nationalism and collabore with the Amhara, Oromo and others opposition groups)... Still, the deployment of these ill-equipped troops will be detrimental to the recovery and eventual unity of somalis. Easy they come but it takes a bloody war usually to evict unwelcome foreign troops. Add to the eqaution to some opportunistic somalis who might happily serve along side foreigners. The united states makes it's own money keep that in mind. Pulse they are the once selling the Iraqi Gas at the moment it's in their hands. Anyways Somalia is not asking anything from the United Nations expect to allow the ready troops in Somalia. Also Somalia and Igad and the A.U are not asking anything else from U.K united states or the U.N expect to give some of their Pocket change for this mission. This Mission is already planned out they can't say no to it. This is a project let by A.U not the United States or the U.N or even the E.U we are just telling them now what's about to happen and to add on to the mission no one is awaiting for their approval at this moment.
