Seems Atam is only after bosaso, he first wants to secure puntland's lifeline aka bosaso then until he gets more influential he could use that power to attack other stronger communities, which may result a defeat for him. Indeed he is Al Shabaab, confused as he'll but unlike the souh it's he who is being hunted. The fighting will continue and he claims will continue, but the fact is slowly the security forces are taking him out without much issue, there has not been a single incident in any of Puntlands major cities.
