Seems Atam is only after bosaso, he first wants to secure puntland's lifeline aka bosaso then until he gets more influential he could use that power to attack other stronger communities, which may result a defeat for him.

The security minister has said on VOA/Somali that he is ready for a ceasefire and further talks. The irony is that PL first rejected the Elders' proposal to bring the stalemate to an end if given enough time.
