Cumar Posted November 19, 2006 Is that the two autonomous states (i.e. Somaliland and Puntland) were forced to listen to their culema and accept their proposal to rule the regions with the law of Allah. These changes, I believe, are due the initiative of the ICU in calling and implementing Sharii’iax in Xamar and it is an attribute that they should be praised for since it instilled pressure on the leaders of these states to re-think and invite the culema to play a more vital role in the administration and for that I commend them.
