Thousands flee Somalia's capital after fighting

MOGADISHU, Somalia (AP) — Thousands fled their homes in Somalia's capital Monday after at least 35 were killed over the weekend in some of the worst fighting in weeks, while masked Islamic fighters were seen heading toward Mogadishu.

 

An Associated Press reporter saw people fleeing in taxis, pickups and trucks stacked with suitcases, mattresses, furniture and other belongings. Residents in northern Mogadishu reported sporadic fighting but there were no immediate reports of casualties Monday.

 

"Some of them do not know where to go. They need urgent help," said Ali Sheik Yasin Fadhaa, the vice chairman of the Elman Human Rights Organization. He said staff throughout Mogadishu had counted 5,200 people fleeing Monday. A total of 17,200 people have fled the capital since Saturday, Fadhaa said.

 

Asha Yakob said she was fleeing her northern Mogadishu neighborhood of Fagah with her children for a safer part of the capital.

 

"I have no other option," Yakob, told The Associated Press as she balanced some of her belongings on her head — sheets, other bedding and clothes wrapped in a ball.

 

"Those who are fighting seem to be foreigners. If they were Somalis, they would never kill innocent and poor people like me. They are enemies," said the 41-year-old mother, crying.

 

The renewed violence in the Horn of Africa nation is pitting pro-government fighters against those allied to al-Shabab, an insurgent group seeking to overthrow Somalia's Western-backed government and establish an Islamic state. Over the weekend, both sides pounded the capital with mortars and machine-gunfire.

 

The insurgents have been trying to topple the weak government since late 2006 and the lawlessness also has allowed piracy to explode off Somalia's coast.

 

President Sheik Sharif Sheik Ahmed told journalists Monday that the people behind the weekend fighting are against peace, but he is willing to talk with his opponents.

 

"Anyone opposed to the government should come to the negotiating table. Fighting is not a solution. As a government we are ready to reach agreement with every opposition group," Ahmed said.

 

The U.S. worries that Somalia could be a terrorist breeding ground, particularly since Osama bin Laden declared his support for al-Shabab. The U.S. also accuses al-Shabab of harboring the al-Qaida-linked terrorists who allegedly blew up the U.S. embassies in Kenya and Tanzania in 1998.

 

Ali Osman, who runs a small kiosk along a road leading from key southern Somali towns to Mogadishu, said he saw masked fighters heading to the capital in pickups Monday. Some had wrapped a black flag around their heads with the Arabic inscription "There is only one God, Allah" — which he said was a sign they are al-Shabab fighters.

 

The group may have called for reinforcements from its strongholds south of Mogadishu.

 

Al-Shabab controls much of southern Somalia. Ahmed's government directly controls only a few blocks of Mogadishu and one border town. But the president has allies among the militias that control much of central Somalia and pockets of the south.

 

Ahmed, elected by parliament in January, used to be one of the leaders of the Islamic insurgency. Since his election he has been trying to broker peace with warring groups and gain legitimacy. At a conference last month in Brussels, Ahmed pledged to do "everything imaginable" to stabilize Somalia.

 

Somalia has not had an effective government since 1991, when warlords overthrew longtime dictator Mohamed Siad Barre. The warlords then turned on each other, plunging the nation into anarchy and chaos. Somalia's transitional government was formed in 2004, but has failed to assert any control over the country.

Somali leader vows to defend government

MOGADISHU (Xinhua) -- Somali President Sheikh Sharif Sheikh Ahmed said on Monday that his government would defend itself from insurgent fighters who have been engaged in fierce fighting with government forces for the fifth day in a row.

 

"The Somali government's stance is to defend the statehood and sovereignty of the country and to use every possible means to stop the fighting," President Ahmed told reporters during a press briefing in the Presidential Palace in Mogadishu.

 

The fighting, which is the worst since January, started last Thursday between Somali government forces and fighters from the two main insurgent groups of Al-Shabaab and Hezbul Islam.

 

The clashes left more than 100 people dead and nearly 300 hundred others wounded, most of them civilians caught up in the fighting in which the warring sides used heavy machine guns, artillery shells and anti-aircraft missiles.

 

Insurgent fighters have managed to seize a number of key areas from government forces since the start of the clashes.

 

The Somali president said his government has always been trying to avoid war and accused the opposition groups of not being interested in peace.

 

"We have always been trying to save the Somali people from chronic wars but unfortunately there are people who made war their profession and do not want statehood, and do not think about the people and their interests and just want to wage continual wars day and night," the president said.

 

He added other countries have been using Somalia as a place to fulfill their interests, without naming any particular country.

 

"It is unfortunate that Somalia becomes a place for foreign countries to fulfill their national interests," the president said as the government forces clashed with insurgent fighters in a number of locations in Mogadishu.

 

The Somali government, which now controls almost one third of Mogadishu and a couple of towns in central Somalia, is struggling to assert its authority in the capital and other provinces in south-central part of the war-torn Horn of Africa country.

Somali president says rebels work for foreign govts

MOGADISHU (Reuters) - Somalia's president accused Islamist insurgents on Monday of working for foreign governments trying to destabilise his Horn of Africa nation after four days of fighting killed at least 70 people.

 

The country's power vacuum after 18 years without central rule has long worried players in the region and beyond.

 

Some of them are concerned about local rebels and terrorist networks, while others jockey for regional domination and some are exploiting the economic opportunities of a failed state.

 

"We have an Islamic government, but misled Somalis kill innocent people. These guys work for foreign countries that do not want us to be a peaceful nation," President Sheikh Sharif Ahmed told reporters in Mogadishu.

 

"I tell them to stop fighting. It is illegal to shed the blood of your innocent brothers."

 

Ahmed -- himself a former Islamist rebel -- did not name any countries, but U.N. reports have accused Eritrea, Ethiopia, Saudi Arabia, Qatar and other Gulf Arab states of violating an arms embargo on the country.

 

Somalia's battered capital endured some of the heaviest fighting for months over the weekend as hardline al Shabaab Islamist rebels battled pro-government Islamist militia.

 

On Monday, sporadic explosions and gunfire rocked some northern districts of the city, and six soldiers died when police fought with troops trying to help some of the insurgents.

 

"We captured several sacks of weapons that some military men were secretly transporting to the opposition," one policeman, who asked not to be named, told Reuters.

 

"They attacked us and we chased them ... six of their dead bodies lie here. These government soldiers had not been paid, so they sell their government weapons to the opposition groups."

 

"GIVE THE GOVT A HAND"

 

The United States says Shabaab has close ties to al Qaeda and that some of its leaders trained in Afghanistan.

 

One Somali elder said many Arabs took part in the weekend's clashes, but no independent confirmation was available.

 

Ahmed's administration is the latest attempt to restore central rule since 1991 when strongman Mohamed Siad Barre was toppled by warlords, who then turned on each other.

 

Since then, various factions have tried to seize power in one of the world's most dangerous nations, hobbling more than a dozen attempts to reconstitute the government.

 

Many diplomats see Ahmed, who once headed the Eritrea-based Alliance for the Re-Liberation of Somalia, an opposition group, as the best hope in years to restore stability.

 

Speaking at his white-washed hilltop presidential palace, Ahmed called for help: "We urge Somalis to give us a hand in sustaining the existence of our government."

 

Ahmed led the Islamic Courts Union in 2006 which controlled Mogadishu and much of the south and brought a level of relative security that the country had not seen in years.

AU Mission Blames Weekend Somalia Fighting on Anti-Peace Forces

Weekend fighting in Somalia's capital, Mogadishu, described by some accounts as the worst in weeks has reportedly killed 35 people. Mortars and machine-gun fire reportedly pounded Mogadishu as residents fled the city seeking safety.

 

Major Barigye Bahoku, spokesman for the African Union Mission in Somalia told VOA the fighting was between pro-government Islamist fighters and gunmen seeking to overthrow President Sheik Sharif Sheik Ahmed's new government.

 

 

"There have been some skirmishes in Mogadishu, especially in the northern suburbs and parts of Mogadishu for about couple days ago. And the information we have does indicate that the forces of government on the one side and the forces opposed to the peace process on the other side and the clan militias who can fall on either side, are the ones who have been involved in these skirmishes," he said.

 

Bahoku said part of AMISOM's assignment is to create the atmosphere for rival Somali groups to dialogue, but he said there were forces still opposed to peace in Somalia.

 

"I think some people do read it wrongly, the mandate of AMISOM. The mandate of AMISOM is to let these people talk, but how far can we go to convince all the sides at any one time to talk. First of all, if lawlessness and the lack of security in Somalia have been going on for about 19 years, and so even when some people have seriously taken the peace process on course and they are talking, there are others who don't fall under the command or control of anyone…so when you say what is AMISOM doing, yes AMISOM has been trying to create conditions for all these people to talk. But as everyone knows, not all the forces have brought on board. There are forces who still opposed to the process," he said.

 

Bahoku said AMISOM could not confirm the 35 people who reportedly were killed from the weekend fighting because AMISOM has no bases in northern Mogadishu, the center of the weekend fighting.

 

"As AMISOM it's a bit difficult for us to confirm any figures because as you know, we are in control of about three, four different places in Mogadishu, and these places that we control, or the places that do house our bases are the only places that we can surely comfortably make a positive or negative comment about. So we are not in the northern part of Mogadishu which has been the center or the focus of the skirmishes for the last few days. And therefore we cannot conclusively give the exact figures of the casualties," Bahoku said.

 

He said AMISOM has not met and has no reason to meet with opposition figure Sheik Hassan Dahir Aweys who returned to Mogadishu earlier this month after declaring his opposition to President Sheik Sharif Sheik Ahmed's new government.

 

"You see, the role of AMISOM is not to meet individuals or members of various organizations. The role of AMISOM on the contrary is to create an environment and possibly give guarantees where individuals or organizations that would want to join the government or would want to join the dialogue to do exactly that. And so we as AMISOM on the ground, we've not been able to talk to Sheik Dahir Aweys," he Bahoku said.

 

 

Bahoku said he thinks the Somali peace process has gained some momentum since President Sheik Sharif Sheik Ahmed's new government came to power. But he said the problem of insecurity was still an issue as certain elements were not willing to give the peace process a chance.

A MORTAR shell has hit a mosque in Somalia's capital, killing at least 14 people and raising the toll from days of clashes between Islamist militants and government forces to 39, witnesses say.

 

"The mortar shell struck at the gate of the mosque. I counted about 14 people who died instantly and 10 others were wounded,'' Hassan Abdifatah, a worshipper at the mosque in southern Mogadishu said.

 

Several other witnesses confirmed the attack.

 

"I was inside the mosque when I heard a heavy explosion and shrapnel was flying everywhere killing many people,'' Mumin Haji Yusuf, another worshipper, said.

 

The fighting erupted on Thursday, with a lull the following day, then escalated on Saturday as the two sides battled for control over key positions in war-ravaged Mogadishu.

 

The Islamist rebels said they had taken control of contested areas in southern Mogadishu, but the government dismissed the claim.

 

"We have taken control of the ares we fought over with the enemy of Allah,'' Sheikh Ali Mahmoud, the rebel Islamist official in charge of Mogadishu, said.

 

Mahmoud claimed the rebels had taken control of Mogadishu stadium, the defence ministry building and a key road all in the south of the seaside city.

 

But at a news conference, Information Minister Farhan Mohamoud said the insurgents "did not take any position from the government forces''.
