This is also a problem for koonfurians how they abuse the Somali language its gogol xaadh not gogal xaar if you don’t use the dh, it will have totally a different meaning gogol xaar , Suldaanki gogasha dhigay baad kaga xaartay . So use dh in this case pronounce it good and say Gogal xaadh.

4. The number of rival groups will increase and what you will get is an afghan style jihad on jihad - jihadist elements locked in permanent struggle with one another with no concrete winner,

5. leading to a continuation of the somali problem for another few decades.

There is already an admin in Garowe that is running a state. It is impossible to have two different governments running their affairs in the same city. It will never happen! If it were to ever happen in Puntland (which is highly unlikely), it would happen in Gaalkayo where two major clans live peacefully side by side.
