Rokko Posted January 11, 2004 Two killed in north Somalia fighting: officials January 10, 2004, 03:01 PM At least two people were killed in fighting between rival northern Somali regions, officials in one of the enclaves, Somaliland, said today. Fuad Aden Adde, the Somaliland rural development minister, said two of his fighters were killed by forces of the rival Puntland zone in Tifafle village, 10km north of the town of Las Anod, a town claimed by both regions. Adde said four Somaliland people including Hussein Aden Adde, his brother, were taken prisoner. Residents in the area told reporters that two Puntland fighters were also killed. There was no immediate confirmation of the report. The neighbours have fought sporadic clashes for years over the ownership of several eastern regions of Somaliland that Puntland's leaders claim as their own on the basis of ethnicity. UN development and relief organisations have expressed concern at growing tension between the two regions and say any conflict could destabilise talks taking place in Kenya between Somali warlords aimed at bringing peace to Somalia as a whole. A former British protectorate, Somaliland split unilaterally from Somalia in 1991 after a long independence struggle, taking advantage of the chaos that followed the fall of Mohamed Siad Barre, the Somali dictator, that same year. The independence of the normally peaceful enclave has never been recognised by the international community, something that rankles with many ordinary people and with the government. Puntland, currently ruled by Abdullahi Yusuf, the Ethiopian-backed military strongman, broke away from Somalia in 1998 to escape the militia anarchy of southern and central Somalia. There was no immediate comment on the clashes from Puntland leaders, who are at the talks in Kenya. Somaliland leaders are not involved in the peace gathering, saying they have no intention of reuniting Somaliland with the rest of Somalia. Abdullahi Mohamed Du'ale, the Somaliland information minister, has urged the United Nations, African Union, European Union and Arab League to use their influence to stabilise the situation. We watch and wait it seemed this weeek that the tension was reducing and today it seem that troops [Puntland] have moved out of Lascanoo heading west and Somaliland troops are in a collision course so it seems the nonsence is on again. BN Posted January 11, 2004 Puntland State placed under martial law Garowe (AllPuntland) –In an extraordinary meeting in the State capital, Puntland State parliament unanimously voted to place the State under martial law shortly after an evaluation report regarding the security condition of the State had been reviewed, and reports of hostile activities by militias loyal to the government of the self-declared republic of Somaliland in parts of Sool, Sanag & Any regions had been deliberated. Amid reports of heavily armed militia movements in villages near Las Anod in Sool, and pursuant to the attack on the Puntland police in Tifafle on the 9th of January, Puntland government announced the State to have been placed under high alert suspending all other government activities, until security matters had been resolved. In a press statement distributed to the local media, Abdikarim Sultan, Minister of Information confirmed reports of militias from Somaliland entering into Puntland State borders in a flagrant invasion interfering with the security of the State as a whole, Sool, Sanag & Ayn in particular. Military generals were given executive orders to place State forces on full alert, be prepared to defend the territorial integrity of the State, and to safeguard the security of the regions susceptible to attack. BN Posted January 11, 2004 Puntland’s VP addresses the nation amid invasion from Somaliland Garowe (AllPuntland) – “Young and old; Men and women, we must all defend our country” excerpts from a radio speech by the Vice President of the Puntland State of Somalia, H E Mohamed Abdi Hashi who addressed the nation in the wake of armed raids by militias from the neighbouring Somaliland (Northwest regions of Somalia). Our local reporter notes that the Puntland police came under attack, but were quick to disperse the attacking militias killing two of them and taking eight of them as prisoners. Included are the son and a brother of Mr Adde who is believed to have escaped to villages near Aynaba. The injured were being submitted to Las Anod main hospital for treatment while the prisoners were transferred to Garowe, Puntland State capital. Mr Hashi in his State address called upon the public to remain vigilant, calm and defend the country from invading forces of Hargeisa administration. “I am calling upon the people of Puntland State of Somalia, young and old, men and women, to defend the country against the blatant invasion and cowardly aggression of the Hargeisa administration.
