Among the SNM leadership, the feeling was growing that the forces that had organized the manifesto movement were now aiming at the restoration of their position under the Ali Mahdi banner and that, through them, southern domination could return. A broadened SNM central committee meeting was called to act as a general assembly. The existing central committee was enlarged by asking clan elders to choose additional representatives and a cross section of traditional leaders, businessmen and educated people ( ex-civil servants, teachers ) to assemble in Burco on May 15 1991, with out any prior discussion with the north, Mogadisho radio broadcast an announcement saying that the SNM had agreed to attend the proposed Cairo Meeting. Feeling rose to pitch and the delegates gave in to popular pressure, deciding on May 16 to repeal the July 1 1960 Act of Union. Independence was declared to a cheering crowd on May 18 1991.
