General Duke Posted July 14, 2007 Somalia oil deal for China 13 Jul 13, 2007 - 5:38:54 PM The Chinese state oil giant, CNOOC, has won permission to search for oil in part of Somalia, underlining China’s willingness to brave Africa’s most volatile regions in its hunt for natural resources. Somalia has been a no-go area for US oil companies since it descended into anarchy in the early 1990s. This year the capital, Mogadishu, has seen its worst violence in 16 years as insurgents seek to topple a fragile interim government. But CNOOC has not been deterred and last month met Somali government officials in a Nairobi hotel to hammer out the details of its planned survey work, which is due to begin in September. Chinese state-owned companies have become a heavyweight presence in Africa as the country seeks to secure resources for its booming economy as well as market access for its own goods and services. CNOOC, China’s largest offshore oil and gas producer, has been at the vanguard of the drive: it constructed oil pipelines in southern Sudan in the late 1990s even as a civil war raged between separatist rebels and the Islamist regime in Khartoum. The Chinese company’s deal with Somalia’s transitional federal government gives it exploration rights in the north Mudug region, some 500km north-east of the capital. CNOOC and a smaller group, China International Oil and Gas (CIOG), signed a production-sharing contract with the interim government in May 2006. The contract, which gives the government 51 per cent of oil revenues, was endorsed at last November’s China-Africa summit in Beijing. At a meeting in Nairobi on June 24 – a record of which has been seen by the Financial Times – parts of the agreement were clarified by Abdullahi Yusuf Mohamad, the Somali energy minister, Chen Zhuobiao, managing director of CNOOC Africa, and Judah Jay, managing director of CIOG. According to the US Energy Information Administration, Somalia has no proved oil reserves and only 200bn cubic feet of proved natural gas reserves, which have not been tapped. In the late 1980s exploration concessions were held by companies including Conoco and Phillips, which have since merged; Amoco, now part of BP; and Chevron. They fled the country after dictator Mohamed Siad Barre was overthrown during civil war in 1991. The data collected by oil companies has formed the basis of interest in Somalia today. Range Resources, an oil group listed in Sydney, estimates that the Puntland province – which includes the Mudug region – has the potential to yield 5bn-10bn barrels of oil. Puntland is semi-autonomous and relatively stable compared with Mogadishu, where insurgents are launching near-daily assaults on the government and its Ethiopian military backers. A reconciliation conference due to open on Sunday is expected to attract still more attacks. The government is preparing a new national oil law even though its authority across the country is limited. Its decision to grant CNOOC exploration rights in Puntland could spark a dispute with the local authorities, which have given Range Resources exploration rights elsewhere in the province. A western diplomat who follows Somalia from Nairobi cautioned that he had seen copies of three similar deals signed by the interim government in the past two years. “If there is ever enough peace and stability to allow oil to be extracted, there’ll be a huge [argument over the agreements] down the line,” he said. General Duke Posted July 14, 2007 Puntland oil research by Range Resources source Oil and Gas Potential In a 1991 a World Bank coordinated study intended to encourage private investment in the petroleum potential of eight African nations Somalia and the Sudan topped the list of potential commercial oil producers. Sudan is now a producer primarily due to the relatively calmer political climate of that country in the last decade. The earliest indication of oil in Somalia was a large oil seep southeast of Berbera and several other seeps in various locations within the country. However, early exploration concentrated on an anticline structural approach since this had met with success in the Arabian Peninsula it took the oil companies a number of years to abandon this approach in Somalia. There is no evidence of large scale compressive folding in Somalia and the anticlines in the north of the country appear to be associated with the Miocene separation of Africa and Arabia and hence post-Mesozoic and early Tertiary oil and gas accumulations. Therefore, hydrocarbon accumulations must be sought in older structures and strata graphic traps. Somalia had been previously identified to possess all the requirements for a petroleum province. Hydrocarbons had been generated in the Jurassic, Cretaceous and Tertiary rocks and has a sedimentary column thickening to 8830m. Many porous reservoirs are known both in carbonate and clastic rocks and various types of traps are believed to be present. This view was further reinforced in the mid 1980’s following the successful exploration efforts of Hunt Oil Corp across the Gulf of Aden in Yemen. There Hunt discovered multi- billion barrel oil reserves that their geologists believed were part of a great underground rift or valley that arced into and across northern Somalia. Several major oil companies obtained exploration concessions and conducted considerable exploration and drilling over large parts of the State both onshore and offshore during the late 1980’s and early 90’s. These companies included AGIP, Shell (Pecten), Conoco, Phillips and Amoco. Range has been able to obtain through Government sources previous exploration documentation relating to the hydrocarbon exploration in the Nogal Valley area in Puntland up until 1991. The documentation includes original seismic tapes, well logs and processed seismic sections identifying major targets found prior to exploration activities ceasing in Somalia. Upon review of the data it was noted that the Nogal Valley area demonstrated: Abundant oil shows; Thick, high porosity reservoirs; Many large structures; and An excellent regional seal. Range believes that the data provides further evidence of the large potential for hydrocarbons in the Nogal and Dharoor Valley areas. The data is currently being reviewed by Range and its JV partner and if possible will be reprocessed with the benefit of modern computer techniques and knowledge gained in the similar basins in Yemen. Range is of the view that this data will prove to be extremely valuable in fast tracking exploration activities in Puntland and commencing the first drilling program. It used modern seismic methods to identify the Dharoor and the Nogal basins North of the “Somali Embayment”, i.e. the southernmost limit of the Yemen-Northern Somalia structure. Both are grabens that extend over an area of 250 km X 50 km approximately WNW-ESE, essentially parallel to the major Yemen basins across the Gulf of Aden. Both the Nogal and the Dharoor grabens contain an established petroleum system (i.e. thick layers of organic rich shales and carbonates). By analogy with the similar Yemen rift basins, geologists expect Puntland to host recoverable oil reserves of the order of 5 billion bbl. Conoco drilled two wells in the Nogal basin, Nogal-1 and Kalis-1, with oil shows recorded in both. The mineral potential is however less well known than that of hydrocarbons. The limited exploration work that was carried in the 1970’s, when the country was under Russian influence, has shown occurrences of Lead-Zinc, Copper, Iron, Manganese, Tin and Uranium. Heavy mineral sands are to be found in several coastal locations on the Gulf of Aden and the Indian Ocean shores. Coal deposits as well as many non metallic materials are also found in the area but no resource figure is available. In addition to the above very general comments, three prospects can be mentioned at this preliminary stage: a) the Durbo coal deposits b) the Qandala lead-silver deposits c) the Majia Yahan tin / gold prospect. It focus on the exploitation, exploration and development of crude oil and natural gas offshore of China. Its listed arm CNOOC Ltd shares are traded in Hong Kong and New York. China Oilfield Services (COSL) is a fellow subsidiary of CNOOC Limited listed in Hong Kong. CNOOC is a state-owned oil company, 70% of whose shares are owned by the Government of the People's Republic of China, and the State-Owned Assets Supervision and Administration Commission of the State Council performs the rights and obligations of shareholder on behalf of the government. A production-sharing contract signed last year gives CNOOC and its partner, China International Oil and Gas, the right to 49 per cent of profits from any oil they discover, the Financial Times has learnt from one person who has seen the document. ADVERTISEMENT The remaining profit will go to Somalia's transitional federal government (TFG), which will also receive $50m production bonuses for any wells that yield more than 200,000 barrels a day for 75 consecutive days. Somalia remains a speculative region for oil exploration. Several western oil companies held exploration concessions in the country in the 1980s but it has no proved oil reserves and only 200bn cubic feet of proved natural gas reserves, according to the US Energy Information Administration. CNOOC is braving insecurity and political uncertainty as an insurgency against the interim government continues in Mogadishu, the capital. Somalia's own prime minister this week raised questions about the validity of the deal. But due to China's thirst for oil, the group has developed a reputation for launching high-risk ventures. The agreement gives CNOOC and CIOG the right to search for oil in part of semi-autonomous Puntland province and exploration work is due to begin this year. If oil is discovered, the final breakdown of profits will depend on other factors such as income tax and the payment of exploration and production costs. It is not clear whether the twoChinese groups paid an upfront sum to seal the deal when it was signed on May 24 last year. According to the person who has seen the contract, its signatories were Chen Zhuobiao, managing director of CNOOC Africa; Judah Jay, managing director of CIOG; and two junior Somali ministers who had been granted power of attorney by Abdullahi Yusuf Ahmed, the country's president. The contract was endorsed when Mr Yusuf, who is from Puntland, met Fu Chengyu, CNOOC chairman, at the Chinese group's headquarters last November. At the time the TFG had little authority outside its home base in the town of Baidoa. Revelations about the oil deal in the FT have illuminated divisions within the fragile interim government, whose support and authority across Somalia remainslimited. Ali Mohamed Gedi, the Somali prime minister, said this week he was not aware of the deal and that no valid oil deals could be struck until the country's parliament had endorsed a new oil law due to be published in the next two months. But a document signed last month in Nairobi by the Somali energy minister and the two Chinese groups says: "The TFG has and will continue to authorise CNOOC and CIOG to exercise their contract without any interruption during and after the effectiveness of the new national oil law."
