Even without oil, Puntland could and can still develop. The true key to Puntland's success in development will be how we manage to take care of and protect our real wealth: our land, our waters, our wildlife and most of all - our people.

 

Currently, Puntland does not have the institutions in place that can ensure full transparency and accountability of revenue. Puntland must first create the agencies that would prevent pollution, corruption and the exploitation of oil workers. If we were to drill this moment, these dangers which are all evident here would go undressed. On top of that, it would also lead us to abondone our way of life(which includes, animal husbandry) in the hopes of expecting a windfall from oil, and lead us to flock into our urban centers, which inturn will lead to social chaos and the potential for conflict, instead of the developmental transformation we seek.

 

Marka, until we develop the means and mechanisms to cope with the expectations of a poor local population and mitigate the environmental, techincal, social and security aspects of such an endevour, we will just have to remain patient and leave that oil be!

 

I hope Faroole understands this. And Insha Allah, May he succeed in building--and build 'em quick-- the required institutions that will ensure whatever resources are earned from oil, is used constructively and wisely for the benefit of Puntland and all Puntlanders.

Excellent speech by the President of Puntland. It seems Faroole has added CH to his dazzeling performance at the US Congress. With Mogadishu at war and Hargeysa confused, Faroole is positioning Puntland as the gateway to solving Somalia's chronic problems.

Dhagax-Tuur was asleep for the 19 years and he just wake up. Adeer dhilo can easily be satified but Somalia is one tough cookie to crack. Thats why only the bravest of men attempt to subdue her.

Of all towns along that long coast, how then do you explain why Eyl became synonymous with piracy and Bosaaso with human trafficking?

Puntland had nothing during the entire history of Somalia, no airport with a real runway, or finished port. Everything it had, they did on it's own. Unlike Hargeysa/Berbera and Mogadishu. Human Smuggling occurs no where near the Bosasso and hours outside the city. The lack of development is a cause of this.

As you already know, Puntland is part of Somalia and unlike a state within the United States it gets no helping hand from any body of government, further more it lies at the mouth of the Red Sea on a major trade route between Asia and Europe via the Suez Canal, so with a budget that of Puntland guarding 1,600 kilometers of coastline is a daunting challenge. This and the fact that Eyl is one of the most isolated parts, of one of the world's most desolate countries should be self explanatory really. As beautiful as Eyl is with its amazing landscape and beaches, again it's really ragged. And that gives natural protection to the pirates.

 

As for Bosaso and human trafficking, the authorities in that region of Puntland are doing the best they can to crack down on migrants waiting to be smuggled into Yemen and the Gulf states.

 

A component factor that drives migrants which many of us fail to take into account is of the instability and armed conflict in the Horn of Africa coupled with weak governance; Ethiopia's capacity to control or monitor the movement of Ethiopian migrants coming across its border into Somalia says enough to what little Puntland can do about the intense migration flows between Ethiopia and the Gulf States via Bosaso. For this reason and the fact that it makes a hell of a lot more sense to a migrant willing to be smuggled to the Gulf States if he catches a boat from Bosaso instead of Marka is again one more reason why Bosaso has been cursed with intense flow of migrants seeking to be smuggled out of the Horn's instability.

 

You really don't have to be a genius to figure all this out, you just have to use your god given common sense that's all, but your wlc.

Puntland doesn't have one single aiport that has a cement runway!!! None in Gaalkayo in Bosasso or in between. The seaport was half built but then the war broke out in 91. Unlike Northwest Somalia and the South that both got theirs built by before the war!! Puntland HAD NOTHING built except the road!

The problems orignate because of political reasons, people wanted to lead the area so they purposely made the last year pretty bad. But now they got to live with the mess. Unlike your region where you never change leadership unless someone dies and have cancelled 3 elections. Which might be help you! I think in Puntland they have to use the South Korean approach, one 5 year term with no possibility of re-election. If not everyone will just make things as bad as they can so they can and allow criminals to set up shop so they can get power.
