K15, Erigavo, Badhan and L.A are part of the former republic and Puntland state of Somalia. Never pay attention to what the secessionists say, no amount of claim would make it otherwise. Garowe has some really good town planning probably one of the best in Somalia, even if you look it up on google earth you see how well it's planned. It has very wide roads, neighboorhood blocks and not just random houses being build wherever people want.
