For that to happen:

ICU has to vacate every village from Bay and Bakool state

ICU and TFG have to agree on the countries that will be positioned in a 10km each demilitarized zone

 

TFG has to get Agreement from the two established states of Puntland and Bay&Bakool that its not accepting ICU as equal, but only as holding Mugadishu and area.
