As I recall Mr. Atom was the one trying to undermine the regions security when he gave his loyalty to Al Qaida. Thus, Puntland acted against Mr. Atom's terror network. Reer Dhahar were given the chance to disarm Mr. Atom's Al Qaida peacefully and failed after several attempts.
