The Ethiopians don't want the TFG to be successful or encourage them in anyway. They remember the wars Somalia had with Ethiopia; do you think they are worried about Puntland or NW Somalia challenging for the Somali Galbeed? They remember when we had one of most well disciplined armies in Africa. So they will welcome different regional enclaves and give them the red carpet and limousines. They want to encourage fragmentation of Somalia. Never forget that Somalia’s neighbors Kenya, Ethiopia and Djibouti have arguably benefitted the most because of Somalia’s turmoil and the fact that the only internationally recognized government (the TFG) is weak. The UN and many other organizations are based in these countries; they have received enormous amounts of aid to deal with Somalia. (I even read that Japan is building a base in Djibouti to deal with Piracy!) These three nations - love the situation Somalia is in, they don’t want the TFG to become strong, they prefer to have small little enclaves that get excited every time they invite them to their country. 30 years ago we were the ones that they came to for training! Fragmentation makes Somalia a weak neighbour and prolongs our disunity thus benefiting Ethiopia and Kenya. Kenya is doing offshore drilling in Somali waters, Ethiopia dictates the policies of all these "lands" and now Uganda wants in on some of the action. They want more funding so they can increase their troops in Mogadishu and so they can place troops in other parts of Somalia so they can "fight the pirates".
