Right. Somalia is better off for national unity government, but aawaydahee, hate it or love it the bottom up approach, the building blocks model, is the way forward for Somalia. At least in this point in time.

Lets look at what Pland demanded

 

1) 1/3 of federal government income from the donors.

 

2) The base of Somali navy to be in Pland

 

3) Any Government delegation to outside world Pland should have its own memebers in it.

 

I think the top two are acceptable but the last one is utterly crazy.

Puntland is part of the 4.5 clan system formula, there for they cant demand the federal aid , you know why The federal aid the tfg is getting , is to rebuild the Somalia nation and the Somali capital.

The only federal state we know of today is Puntland and galmudug but the central government doesn’t exist today and needs to be established, when the national government of Somalia is established, the 4.5 wont last. But as long as the 4.5 exist , there wont be a federal. And Puntland will just come under the 4.5 charter. Because there is no central government

he has a good point here. under the 4.5 system Puntlanders are involved in all areas of the TFG. When all of the other admins are setup, then you can start talking about power sharing between states. the 4.5 would then have to be abandoned.
